Emergency Response Roster – Education in Emergencies Technical Advisor

Key Responsibilities
  • Lead the development and timely revision of the country Strategy from an Education in Emergencies (EiE) perspective in line with the objectives of WV’s Response Strategy and the OCHA Humanitarian Response Plan (HRP).
  • Provide strategic leadership in EiE for the response in line with Ministry of Education in response policies as well as global sector inter‑agency standards and guidance.
  • Collaborate with relevant stakeholders to connect EiE responses with long term development frameworks.
  • Collaborate with EiE coordinators/managers as well as Child Protection managers/advisor, MHPSS advisors and Cash mangers/advisors as well as other sectors to evaluate and design strategies which promote holistic outcomes, reduce protection risks facing children and improve learners' physical and emotional safety.
  • Lead the development/revision of Education Technical Approaches and Technical Programs to be adapted for EiE in the local context.
  • Lead in project design with the programme team and Operations team for potential new opportunities based on emerging new educational needs and funding opportunities.
  • Provide input to designs based on needs assessment findings, evidence‑based information and analysis targeting the most vulnerable.
  • Ensure that new proposals submitted are in alignment with sector standards, strategies, plans and evidenced approaches.
Organisation and Staff Capacity Building
  • Promote technical excellence in the application of internal and inter‑agency minimum standards including humanitarian standards, education in emergencies minimum standards, IASC guidelines.
  • Lead capacity building on EiE (with integration to relevant sectors) through training and on‑job coaching of World Vision and partner staff to ensure quality programming and sector integration.
  • Lead the hiring process for qualified local and expatriate staff to implement CPHA and/or integrated programmes.
  • Support the response leadership in partners identification by using sector guidance, competency frameworks and other tools tailored to assess partners capacity to respond for EiE in line with WV and inter‑agency standards.
External Engagement and Networking
  • Participate and when possible, lead relevant coordination mechanisms (e.g. Education Cluster or Working Group) and collaborate with other relevant groups (e.g. the Local Education Group) to improve the efficiency and quality of the EiE response.
  • Actively contribute to the discussions and development of Humanitarian Response Plan (HRP) and relevant process to shape the priorities and directions for EiE in early stages of the emergency; and lead on facilitating EiE coordination tools and guidelines.
  • Enhance World Vision’s visibility and leverage World Vision’s EiE expertise as a partner of choice in external engagement opportunities.
  • In coordination with Programme/GAM team, build strong relationships with existing/new donors, and explore potential donors who prioritise EiE interventions for new program ideas and approaches based on evidence.
Assessing, Monitoring and Reporting
  • Support DME to integrate EiE needs in organisational assessments /represent WVI and contribute to the inter‑agency assessment and monitoring processes both for EiE joint assessment and for multisectoral assessments.
  • Co‑lead with DME team the development of Evidence Building Plans (EBPs) for used approaches and new projects; and develop sector measurement tools.
