Special Education Compliance Specialist

Location: Pine Bluff, Arkansas

Starting Date: Immediately

The Special Education Compliance Specialist will oversee the IEP process to ensure that all IEPs are correctly written and implemented in accordance with state and federal guidelines. The role will manage special education budgets, maintain inventories of materials and services, and ensure readiness for state visits and inspections. The specialist will also support the district’s compliance with Arkansas Department of Education requirements and all relevant federal and state regulations.

Qualifications
  • Valid Arkansas teacher license in special education.
  • Three to five years of successful school administrative or supervisory experience (preferred).
  • Experience supervising special education at the school level (district level preferred).
  • Three to five years of experience as a special education teacher.
  • Strong leadership skills and the ability to initiate tasks.
  • Financial and curriculum background.
  • Excellent computer skills and technological fluency.
  • Aggressive pursuit of systemic department transformation.
  • Ability to conduct courageous, respectful conversations with leaders, staff, and parents.
  • Experience using data to drive instruction.
  • Willingness to engage in and attend extra‑curricular activities.
  • Desire for learning and openness to new experiences.
  • Current knowledge of effective instructional practices for special education.
  • Experience with school curriculum standards and assessment.
  • Ability to contribute to building a high‑energy team.
  • Experience with effective classroom management strategies.
  • Commitment to the individual worth, dignity, potential, and success of each child.
  • Knowledge of the school improvement process.
  • Knowledgeable of the Student Code of Conduct.
  • Excellent management skills and program implementation abilities.

Duties and Responsibilities
  • Ensure successful implementation of district initiatives such as the School Improvement Process, Literacy Plan, and Strategic Plan.
  • Monitor the school’s IP plan weekly through Indistar.
  • Track attendance, discipline, culture data, and student progress using APSCN for accreditation.
  • Engage in professional development supporting district initiatives.
  • Assist in the quarterly evaluation of the district’s special education program.
  • Attend monthly mandated area special education meetings.
  • Assist the LEA Supervisor with preparing, submitting, and monitoring the Special Education Budget.
  • Maintain students’ records and ensure compliance with federal, state, and local regulations.
  • Monitor billing, payment distribution, and funding for special education.
  • Manage the Special Education department and employees.
  • Provide assistance, support, and training to principals, teachers, and parents on special education policies.
  • Help develop policies on discipline, classification, promotion, and alternative placement.
  • Monitor in‑district compliance and IEP effectiveness.
  • Provide training on program standards, procedural manuals, and classroom strategies for new personnel.
  • Participate in due process activities as needed.
  • Research, plan, and coordinate in‑service training programs for administrators and teachers.
  • Execute other duties assigned by the Superintendent.
  • Demonstrate strong leadership and interpersonal skills.
  • Follow directions and adhere to guidelines, policies, and procedures.
  • Apply sound educational philosophy and instructional competence.
  • Serve as a change agent in the district.

None

Physical Demands

The role requires frequent standing, talking, walking, sitting, and the occasional lifting up to 50 lbs. Functions include reading, reaching, and using hands and arms. Reasonable accommodations can be provided for disabilities.
