About the Country/Multi-Country Office

Based in Brazil, the UNOPS Southern Cone Multi-Country Office (SCMCO) also oversees operations in Argentina, Paraguay, and Uruguay, supporting national priorities and development goals across the subregion. In Argentina, UNOPS strengthens public institutions by providing technical assistance in planning, procurement, and oversight of infrastructure projects—particularly in public buildings—and building capacity in public procurement, with a focus on technological innovation. In Brazil, where UNOPS has operated since 2012, the office collaborates with UN agencies, financial institutions, and government bodies at all levels to deliver services in health, education, urbanization, social rehabilitation, PPPs, and institutional strengthening.

UNOPS has played a key role in responding to the COVID-19 pandemic and currently manages 17 active projects across the country. Its work emphasizes transparency, operational efficiency, and results-driven management while aligning with the strategic and operational needs of its partners. Across the Southern Cone, UNOPS promotes sustainable development by enhancing national capabilities and supporting the delivery of high-impact, inclusive infrastructure.

The National Fund for Educational Development (FNDE) is a federal agency responsible for implementing the educational policies of the Ministry of Education (MEC). The FNDE’s purpose is to provide technical and financial assistance and to implement measures that contribute to the improvement of public basic education, with a view to universalising school provision and improving the quality of teaching, as well as sharing the knowledge that underpins the implementation of these measures, projects and programmes.

Among these programmes, the FNDE implements the Coordinated Action Plan (PAR), a strategy for technical and financial assistance initiated by the ‘All for Education’ Commitment Targets Plan, established by Decree No. 6,094 of 24 April 2007, based on the Education Development Plan (PDE), which consists of offering federal entities a tool for the diagnosis and planning of educational policy, designed to structure and manage strategically defined goals, contributing to the construction of a national education system.

In this context, the PAR presents indicators defined on the basis of local diagnosis and planning, covering four dimensions:

  • Educational management
  • Training of teachers, school service and support staff
  • Teaching and assessment practices
  • Physical infrastructure and teaching resources

In dimension 4, the focus is on construction projects, which are categorised by stage, type and sub‑category. For the primary and secondary education stages, we have the categories of Indigenous School Education (with urban and rural sub‑categories) and Quilombola School Education (also with urban and rural sub‑categories). It is evident that numerous indigenous and Quilombola construction projects are at a standstill or unfinished.

In this regard, the FNDE has identified the following priority bottlenecks that need to be overcome to reverse the trajectory of these projects and provide the necessary infrastructure to achieve the targets of the PPA and PNE and offer quality education to indigenous and Quilombola communities and…
