MANAGER, HEALTH AND SAFETY SOUTH WEST ARKANSAS PROJECT (SWA)

The Manager, Health and Safety Manager for the South West Arkansas Project is responsible for developing, implementing, and applying health and safety programs and supporting the broader HSSE program across all operations and phases of construction for the SWA Project as part of the Owner’s team. This role ensures compliance with OSHA, State and federal regulations while fostering a strong safety culture across all project sites.

The Health and Safety Manager serves as a key advisor to leadership, project teams, and contractors to proactively reduce risk and maintain safe, compliant operations. The successful candidate will ensure HSSE requirements are integrated into daily operations and decision-making, reinforcing safety as a fundamental and non-negotiable element of the business.

The role reports to the Vice President, Health, Safety, Social and Environment (HSSE), and serves as the discipline lead for Health & Safety for the South West Arkansas project (SWA), with a functional reporting relationship to the Project Director. This role will be initially based in South West Arkansas, with routine collaboration across departments and project/field locations.

KEY

ACCOUNTABILITIES

Implement and administer HSSE policies, procedures, and systems following corporate standards and regulatory requirements, working closely with Environmental and Regulatory teams and the VP of HSSE.

Provide visible Health and Safety leadership in the field supporting management, employees, and contractors and driving proactive risk management.

Lead and monitor compliance through inspections, audits, and performance tracking.

Support continuous improvement of HSSE systems through feedback, lessons learned, and

operational insight. Deliver HSSE training, inductions, and awareness programs.

Prepare and submit Health and Safety performance reports to the senior leadership/project

team.

Ensure compliance with applicable legislation, regulatory requirements, company standards,

and stakeholder expectations.

Conduct site inspections, audits, and safety walks; track and enforce corrective and

preventive actions.

Lead incident, near-miss, hazard reporting, investigations, and root cause analysis.

Support contractor HSSE oversight and performance management.

Collaborate with internal teams to address safety concerns and support continuous

improvement initiatives.

Supports the delivery and assurance of environmental standards through implementation,

compliance verification, and collaboration with relevant stakeholders and resources.

Review and approve risk assessments, job safety analyses (JSA), and permits to work.

Oversee HSSE performance during all construction phases including civil, structural,

mechanical, electrical, and commissioning activities of the SWA Project.

REQUIRED QUALIFICATIONS & EXPERIENCE

Bachelor’s degree in occupational health & safety, Engineering, or related field

Professional HSE certification (e.g., CSP, ASP, OHST, CHST, or equivalent)

Minimum 10 years of Health and Safety experience, with significant exposure to oil &

Strong knowledge of HSSE legislation, regulatory requirements, and industry best

practices.

Proven experience in field-based safety leadership.

Proven experience managing HSSE during large-scale construction phases

Strong communication and influencing skills.

Practical, solutions-oriented approach to safety management.

Ability to work independently in fast-paced, high-risk environments.

Ability to influence and enforce safety standards at all levels.

High attention to detail with a proactive approach to risk management.

Capable of working in high-pressure, fast-paced construction environments.
