Job Summary: This position is responsible for accounting, cash management, financial reporting, budgeting and inventory and supervising the preparation of portions of the General Appropriation Budget request, in excess of $140 million for this facility and the privatized facilities in which we have an Agreement.
Experience: Four years of experience or training in accounting, auditing, bookkeeping, or financial operations or computations.
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience.
Job Duties- Supervises monitoring of revenues and expenditures in four appropriated programs each month to ensure expenditures do not exceed budget authority and revenues are sufficient to meet expenditure needs.
- Abstracts and compiles data for preparation of the agency's annual budget request, including identifying prior year expenditures, current year budgeted/projected and the next year's projected needs, and preparing specific reports on facility information used to make budget projections.
- Directs the agency's cash management system through review and approval of all vendor payments to ensure proper classification of expenditures and charges, and that vendor invoice, purchase order, and payment are all in agreement.
- Audits all agency travel expenditures to ensure compliance with Travel Rules and Regulations, and ensures revenues are deposited timely, properly classified, and records are properly maintained on revenue received, warrants drawn, and funds disbursed.
- Directs the agency's system of internal control through development, compliance, and modification of all internal fiscal policies and procedures; monitors internal controls to detect weaknesses and ensures liquidations of liabilities are made in compliance with GAAP, federal, and state regulations.
- Consults with Legislative Auditors, Internal Auditors, External Auditors, State and Federal Officials regarding agency's financial operations, disseminating policies, procedures and verification.
- Directs perpetual inventories maintained on nine store accounts; coordinates and supervises inventory records on items received, issued and stored monthly, ensuring sufficient stock for continuity, safety, and best possible health; reconciles inventory records to LaGov and prepares stores issues summary to charge inventory expenditures.
- Communicates with LDH Fiscal Payment and Legislative Auditors to provide audit material as requested, disseminating policies, procedures and verification.
- Conferes with the Chief Financial Officer to make departmental recommendations to increase efficiency; implements written procedures necessary to document and direct departmental activity and compiles policy and procedure manuals in regard to Fiscal Services.
