The City of Pittsburg is offering a promotional opportunity of Principal Planner for the Planning Division of the Community and Economic Development Department.
The Principal Planner serves as a key member of the Planning Division's team, overseeing major planning initiatives, supervising professional staff, coordinating with internal and external partners, and providing strategic guidance on complex planning, environmental, and development projects. The ideal candidate is a forward-thinking leader with strong technical expertise in land use planning, environmental review, transportation planning, and project management. The Principal Planner serves as a professional-level resource for organizational, managerial, and operational analyses and studies.

The Planning Division facilitates new development consistent with the City's General Plan, Zoning Ordinance, Sign Ordinance, Subdivision Ordinance, the California Environmental Quality Act (CEQA) and other State, Federal and local regulations to maintain and enhance the community's quality of life through safety, revenue streams, and sustainability.
EXAMPLES OF DUTIESDuties may include, but are not limited to, the following:
- Perform complex and multi-dimensional professional planning work involving current and advanced planning and economic development projects.
- Recommend and assist in the development and implementation of goals and objectives; establish schedules and methods for assigned programs; implement, recommend and administer policies and procedures.
- Renders professional advice and decisions regarding short and long- term program goals, personnel assignments, work priorities, and resource needs; ensures that objectives are accomplished within authorized budget allocations.
- Serve as the liaison for the Planning Division with other divisions, departments, and outside agencies; meets with developers, engineers, architects, and other project proponents to explain City policies, design issues, and City standards relating to new project development; negotiates and resolves sensitive and controversial issues; attend and make presentations at City Council, Planning Commission, and community group meetings.
- Serve as project manager for complex City-initiated development projects; perform technicalreview for major and complex projects and applications and make recommendations.
- Plan, prioritize, assign, evaluate, supervise and review the work of staff assigned to the Planning Division; and review work of consultants to assure overall quality of professional planning.
- Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
- Participate in the selection of staff; coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.
- Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for staff, equipment, and supplies; monitor and control expenditures.
- May conduct site inspections to investigate a new or approved project for compliance withconditions of approval.
- Assists in the development, organization and implementation of community participation programs as well as the preparation/implementation of planning programs.
- Prepare or supervise preparation of GIS maps, charts, diagrams and other documents for reports and public hearing notices.
- Analyze statistical data, such as long-range transportation, population characteristics, growth trends and other data.
- Monitor and keep informed of current trends in the field of urban planning and community development, including legislation, court rulings, and professional practices and techniques; evaluates their impact and recommends policy and procedural modifications accordingly.
- Coordinate the preparation of environmental impact reports; recommend determinations of the environmental impact of projects; review environmental documents of other agencies.
- Answer questions and provide information to the public; research questions and recommend corrective action as necessary to resolve issues.
