GENERAL DESCRIPTIONCHC/SEK, in collaboration with Building Health, is eliminating barriers to access care and a healthy life. The Transportation Program Manager position creates and delivers innovative and sustainable rider programming to address a high priority need in CHC/SEK communities-general and public transportation. This transportation program will focus on safe, clean, reliable, and timely services, connecting riders with referrals to internal and external resources, and fleet management.
This position uses data to inform and improve the rider experience and ultimately improve access to community resources.
- Plan, organize, and implement transportation programs and projects that support CHC/SEK’s mission and advance community health access.
- Provide supervision and strategic direction for transportation services, including staff, dispatch operations, workflows, and daily service delivery.
- Lead Non-Emergency Medical Transportation (NEMT) services across designated service areas, ensuring efficient deployment of resources and regulatory compliance.
- Oversee KDOT and Medicaid fleet operations, including vehicle procurement, maintenance, retirement, facility requirements, and ADA accessibility compliance.
- Collaborate on and manage transportation grants (including KDOT 5310 and 5311), ensuring compliance with funding requirements, reporting obligations, and budget reconciliation.
- Oversee transportation billing processes, ensure timely invoicing, track reimbursement, and prepare required financial reports.
- Manage preparation for federal and state audits/inspections (e.g., KDOT, DOT), ensuring documentation accuracy and program compliance.
- Coordinate vehicle safety standards, driver education, and ongoing staff training to promote high safety standards and quality customer service.
- Maintain and monitor data management and dispatch systems to ensure accurate scheduling, fleet utilization, and reporting.
- Review and resolve customer complaints promptly to maintain service quality and satisfaction.
- Cultivate community partnerships, collaborate with local government units, and participate in coordinated transit district and professional meetings to stay current on community needs, trends, and best practices to shape program goals.
- Assist with driving responsibilities during peak periods or staffing shortages, as needed.

QUALIFICATIONS- Bachelor's degree in business, logistics, supply chain management, or related field or equivalent experience required.
- Three (3) to five (5) years of experience in transportation management or closely related work.
- Must possess a valid driver’s license, as travel is required. Must maintain driving standards- no more than 2 minor or 1 major driving violations within a 3-year lookback period.
- Current Basic Life Support through American Heart Association or obtain within ninety (90) days of hire.
- Other required training must be completed within six (6) months from date of hire and on an annual basis. Training includes, but is not limited to CTAA Pass Basic, Defensive Driving and Wheelchair Securement.
