This position is a senior-level professional responsible for leading municipal engineering projects, managing client relationships, and overseeing a team of engineers, designers, and technical staff. The Municipal Team Lead serves as a trusted advisor to municipal clients and is responsible for delivering high-quality engineering solutions that support public infrastructure, community development, and long-term client success.
The Municipal Team Lead provides leadership in project delivery, business development, staff development, and strategic planning while ensuring projects are completed on schedule, within budget, and in accordance with company quality standards. This role requires strong technical expertise, effective communication skills, and the ability to foster lasting relationships with municipal clients and stakeholders.
The Municipal Team Lead reports directly to the Service Line Leader and plays a key role in supporting the growth and success of ARRO’s Municipal practice.
Leadership and Team Management- Provide leadership, mentorship, and guidance to municipal engineering staff.
- Manage workload distribution, staffing assignments, and resource planning within the municipal team.
- Support employee development through coaching, training, mentoring, and performance feedback.
- Assist with recruiting, onboarding, and retention efforts for engineering and technical staff.
- Foster a collaborative and positive team environment that promotes professional growth, accountability, and continuous improvement.
- Lead and oversee municipal engineering projects from planning and design through construction and project closeout.
- Manage project scope, schedule, budget, staffing, and quality objectives.
- Coordinate multidisciplinary project teams, subconsultants, contractors, and stakeholders.
- Review engineering plans, specifications, reports, calculations, and technical documents for accuracy, completeness, and quality.
- Ensure compliance with applicable federal, state, and local regulations and permitting requirements.
- Identify project risks and implement effective mitigation strategies to support successful project outcomes.
- Serve as the primary point of contact for municipal clients.
- Develop and maintain strong relationships with municipal officials, administrators, public works departments, and governing bodies.
- Attend client meetings, council meetings, planning commission meetings, public hearings, and presentations as required.
- Understand client needs and proactively identify opportunities to provide additional services and support.
- Maintain a high level of client satisfaction through responsive communication and quality project delivery.
- Provide technical oversight and guidance on municipal engineering projects, including:
- Water distribution systems
- Wastewater collection systems
- Stormwater management systems
- Roadway and transportation improvements
- Utility infrastructure projects
- Parks and recreation facilities
- Capital improvement programs
- Permitting and regulatory coordination
- Review engineering calculations, studies, reports, plans, specifications, and design documents.
- Ensure adherence to company quality assurance and quality control procedures.
- Stay informed on industry trends, regulatory changes, funding opportunities, and emerging technologies.
- Support business development efforts through proposal preparation, client presentations, scope development, and relationship management activities.
- Collaborate with company leadership on operational initiatives, strategic planning, and growth opportunities.
- Any other duties, as necessary, to drive the vision, fulfill the mission, and abide by the values of the organization.
- Bachelor’s degree in Civil Engineering or related Engineering discipline.
- Professional Engineer (PE) license preferred.
- Minimum of eight (8) years of progressively responsible engineering experience.
- Minimum of three (3) years of project management and client management experience.
