Description of Work

In this position, you will participate in a comprehensive training program that includes studying relevant materials and preparing training resources while reporting on assigned tasks. Your responsibilities will encompass promoting and coordinating the Federal Individual Assistance (IA) program and the Commonwealth Disaster Recovery Assistance Program (DRAP). You will support senior specialists in emergency management initiatives by assisting in the collection and maintenance of a resource inventory, evaluating resource needs, prioritizing tasks, and managing the distribution of resources.

Additionally, you will conduct research on organizational policies, providing recommendations to ensure alignment with federal and state standards. You will also prepare documentation for meetings on emergency management topics across various government levels and organizations, as well as create analyses and presentations for Emergency Management Specialists, local officials, and the public. Furthermore, you will contribute to the review of program data, offering operational recommendations to improve disaster response and mitigation efforts, and assist in executing disaster relief activities during emergencies.

  • FREE on‑site parking
  • Full‑time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday – Friday, with a 30‑minute lunch.
  • In the event of an emergency/disaster situation or training exercise, this position may be required to travel, work up to 12‑hour shifts, and work outside of the normal work hours, including weekends and overnights.
  • Telework:
    You may have the opportunity to work from home (telework) part‑time, upon successful completion of a training period. In order to telework, you must have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

  • Salary:
    Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $51,971 (before taxes).

Minimum Experience and Training Requirements
  • A bachelor’s degree in emergency management, homeland security, or a closely related field; or
  • An equivalent combination of experience and training. Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
Special Requirements
  • This position requires possession of an active motor vehicle license.
  • This position requires certification in the following courses from the Federal Emergency Management Agency (FEMA) Emergency Management Institute, within 6 months of hire:
    • IS‑100.C:
      Introduction to the Incident Command System
    • IS‑700.B:
      An Introduction to the National Incident Management System
    • IS‑800.D:
      National Response Framework, An Introduction
    • IS‑2200:
      Basic Emergency Operations Center Functions
