SUMMARY

The Human Resource Manager is responsible for operations of the Human Resources Office including staffing, hiring, policy administration, and labor relations and is responsible for ensuring compliance with all federal laws, state laws and board policies. The Human Resource Manager reports to the Assistant Superintendent of Human Resources.

QUALIFICATIONS:

  • Associate’s Degree in Human Resources, Business Administration, or a related field required;
    Bachelor’s degree preferred
  • MSBO certification in Human Resources or other Certification as a Human Resource Manager preferred
  • Two or more years of successful experience in the field of Human Resources preferred
  • Ability to manage multiple tasks efficiently while remaining flexible
  • Strong knowledge of employment law, employee qualifications/certifications, and school district compliance requirements
  • Experience with State, ISD, and Local software systems
  • Maintains confidentiality and exhibits professionalism at all times
  • Excellent written and verbal communication, composition, problem‐solving, and interpersonal skills
  • Proficiency in Microsoft Word, Excel, Google
  • Regular, dependable attendance is a critical performance factor to ensure consistent, high quality customer service; excellent attendance record is required
  • Demonstrates sound judgement and responsible decision‐making
  • Excellent knowledge of the English language and proper use of grammar, punctuation, etc.
  • Knowledge of H.R. recordkeeping and record retention.
  • Excellent people skills; must be able to build positive working relationships
  • Willingness to attend a variety of in-services to keep current on practice and procedures in all assigned areas
  • Understanding of the interviewing process and legal considerations

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The nature of responsibilities listed is a reflection of the job description as a whole but is not limited to the details outlined below.

  • Monitor personnel policies and record keeping.
  • Recruit, screen and assist in all areas of the selection & hiring process.
  • Assist in District labor relations, including collective bargaining, contract and salary administration, and grievance processing.
  • Administer provisions of collective bargaining agreements and/or district procedures dealing with staffing, transfers, discipline, leaves, resignations, retirement, benefits, vacations, absences and supplemental pay.
  • Prepare legal research reports required by the District, Federal, State, and outside agencies.
  • Manage and ensure compliance with district personnel policies and federal/state laws including, but not limited to: OSHA, FMLA, EEOC, ADA, Registry of Educational Personnel (REP).
  • Work in collaboration with the Superintendent and administrative team in developing staffing plans.
  • Assist in conducting employee misconduct investigations.
  • Supervise substitute staffing for certified staff, including the district’s online sub-management system.
  • Assure that instructional and administrative staff members are properly certified.
  • Contracts:

    Generate, distribute, collect, record, and file contracts for:
    • Administrators
    • Teachers
    • New Employees
    • Exhibit A positions
    • Supplemental Counselor Contracts
    • Supplemental Overload Contracts
    • All At-Will Employee Agreements
  • Responsible for Board of Education HR Board memorandums.
  • Responsible for Board of Education new hire approval letters.
  • Awarding trial period letter for staff, monitor employee’s probationary status.
  • Maintain association/union seniority lists and PA-236 requirements.
  • Process new hire paperwork.
  • Provide assistance with setting up interviews as needed.
  • Serves as District Noncriminal Justice Agency Local Agency Security Officer (LASO) (Responsible for all facets of the non-criminal justice agency’s requirements).
  • Serves as District Account Manager for the Michigan Secretary of State CARS e-Services.
  • Serves as District Account Manager for State of Michigan ICHAT services.
  • Process and approve/deny volunteer and contracted worker applications.
  • Skyward (HRIS)-enter information for new staff.
  • Skyward (HRIS):
    Data entry evaluations, data entry for certification, years of service, and correcting data.
  • Manage the Para educator PD Tracking.
  • Create and manage job postings.
