The Cyber Security Manager will supervise the Cyber Security team operations. Duties and responsibilities include but are not limited to managing the Cyber Security team, consulting the Director of IT on cyber security operations, reporting on requested metrics, developing and implementing policy and procedures governing cyber security operations, managing service level agreements, ensuring customer satisfaction, facilitating cyber security configuration and change management, conducting cyber security training.

Responsibilities
  • Manage the Cyber Security team operations.
  • Track performance metrics for the Cyber Security team.
  • Assist in the development of IT policies and procedures.
  • Enforce policies and implement procedures for the Cyber Security team.
  • Create and maintain documentation for Cyber Security team processes.
  • Create reports as needed for cyber security operations.
  • Coordinate and conduct cyber security incident management.
  • Act as liaison between the IT department and various cyber security support vendors.
  • Facilitate cyber security initiatives and projects.
  • Implement configuration and change management processes for cyber security operations.
  • Recommend and implement security controls to improve York County Government’s cyber security posture.
  • Conduct cyber security risk analysis.
  • Establish technical standards for all cyber security platforms leveraged by York County Government.
  • Assist in the oversight of licensing, warranties, and contracts for cyber security systems.
  • Participate in business continuity exercises.
  • Maintain Cyber Security team staffing by interviewing and selecting candidates.
  • Develop employees within their roles via coaching, counseling, and training.
  • Conduct regular check-ins with all direct reports to discuss performance, work progress, successes, and challenges.
  • Conduct semi-annual performance evaluations for all direct reports.
  • Conduct new hire orientation.
  • Conduct cyber security awareness training.
  • Prepare and present pertinent project material.
  • Maintain working knowledge of IT operations and functions.
  • Work on special projects as needed.
  • Other duties as assigned.
Qualifications
  • At least 2 years with the York County IT Department or 2 years of IT leadership experience.
  • Proficiency in current cyber security best practices.
  • Proficiency in National Institute of Standards Technology (NIST) Cyber Security Framework (CSF) and Information Technology Infrastructure Library (ITIL) standards.
  • Familiarity or experience with risk mitigation, cyber security incident management, email protection, and cyber security controls.
  • Strong organizational, communication, and customer service skills.
  • Ability to build and maintain positive working relationships with colleagues and staff from other County departments.
  • Able to perform effectively under pressure and in high-stress environments.
