The Assistant Director of Business Administration serves as a key strategic partner to the Director of Business Administration and other stakeholders in the Avon Grove School District. This role oversees the daily financial operations of the District, ensures the integrity of fiscal operations through the administration of a strong system of internal controls, and monitors fiscal compliance with state and federal requirements.
The Assistant Director of Business Administration is responsible for the accuracy of the general ledger, budgetary controls, and is the key liaison with external auditors.
- Bachelor's degree in accounting or related field required (Master's degree preferred)
- Certified Public Accountant (CPA) certification preferred, but not required
- Five years of progressive accounting experience, preferably in a Pennsylvania school district setting, including two years of supervisory experience
- Strong knowledge of GASB governmental accounting principles
- Excellent knowledge of computer-based software, including Microsoft Office products (Excel) required
- Strong analytical skills, with the ability to interpret financial data and provide actionable insights
- Proficiency in the use of technology for individual communication and research
- Detail oriented, meticulous, and well-developed problem solving and investigative skills
- Demonstrated ability to exercise sound professional judgment and maintain strict confidentiality in sensitive financial and personnel matters
- Strong interpersonal skills with the ability to interface diplomatically with staff and outside contacts
- Oversees the day-to-day accounting, financial reporting and fiscal operations of the District
- Supervises and mentors business office staff, including the Staff Accountants, Payroll Specialist, and Accounts Payable Specialist and their related functions
- Prepares the PDE-2057 Annual Financial Report for submission to the Pennsylvania Department of Education
- Prepares work papers, schedules, and adjusting journal entries to prepare for fiscal year-end audits and ensure that the District's accounting records conform to GAAP
- Serves as the key liaison with state and local auditors, and federal program monitors
- Collaborates with the Federal Programs Coordinator to develop program budgets for the District's Title program grants
- Monitors grant spending to ensure compliance with all fiscal compliance requirements, including federal Uniform Guidance requirements
- Assists the Director of Business Administration in the development of the annual operating budget
- Supports multi-year financial forecasting, scenario analysis, and long-range financial planning
- Collaborates with the Special Education team to prepare and submit fiscal reports for the School Based Access Program
- Maintains the District's chart of accounts to ensure conformity with the Chart of Accounts for PA Local Education Agencies mandated by the Commonwealth of Pennsylvania
- Manages District cash flows and investments to ensure uninterrupted payments to employees and vendors while maximizing investment returns
- Ensures successful submission of annual IRS W-2 and 1099 form filings, quarterly IRS Form 941 filings, and other required submissions as necessary
- Maintains and enforces accounting policies and internal control procedures
- Reviews month-end closing journal entries, bank reconciliations, and monthly reports prepared by the Staff Accountants
- Provides guidance, training, and support to other District staff on the use of the Financial Information System (FIS)
- Ensures that all business office staff are appropriately cross trained to ensure continuity of operations
- Provides support, as needed, on special projects and initiatives
- All other duties as assigned by the Director of Business Administration
