Systems Engineer, Systems Analyst

Department of Defense Secret security clearance is obtainable within a reasonable amount of time after hire. Role Overview
The FBM Portfolio Integrator provides system-of-systems leadership to align strategy, execution, and modernization across a large-scale, multi-program defense portfolio. Operating at a portfolio impacting level, this role ensures programs, contracts, technical roadmaps, and delivery plans function as a cohesive enterprise to deliver mission capability and long-term business value.
The position integrates technical, programmatic, and financial execution across a large and growing portfolio, maintaining enterprise visibility into schedules, backlogs, risks, dependencies, and resource constraints. The Integrator drives cross-program synchronization, resolves systemic constraints, and connects near-term execution with a 10–15 year modernization horizon.
This role requires strong enterprise scheduling expertise, execution discipline, and the ability to influence across organizational boundaries without direct authority.
Key Responsibilities
Enterprise Scheduling & Execution Integration
- Develop and maintain an integrated enterprise master schedule across multiple programs, contracts, and delivery efforts.
- Identify cross-program dependencies, critical paths, schedule conflicts, and resource constraints impacting portfolio delivery.
- Align program schedules with funding profiles, contract milestones, and customer commitments.
- Provide enterprise-level schedule health assessments, including delivery risk, forecast confidence, and execution trends.
- Support executive decision-making through schedule-driven trade space analysis and recovery planning.
System-of-Systems & Portfolio Integration
- Integrate technical plans, architectures, and roadmaps across multiple products, platforms, and modernization efforts.
- Maintain enterprise visibility into cross-program dependencies, capacity constraints, and integration risks.
- Ensure execution decisions at the program level support enterprise priorities and long-term mission outcomes.
Agile Portfolio Leadership
- Facilitate portfolio-level planning and synchronization events to align priorities, scope, and delivery across teams.
- Maintain enterprise visibility into backlog alignment, dependency management, and flow across programs.
- Identify systemic impediments affecting delivery and coordinate cross-organization resolution.
- Establish and communicate enterprise execution metrics (schedule predictability, flow, risk posture, capacity utilization).
Stakeholder & Customer Integration
- Serve as a primary integration interface across internal stakeholders including Engineering, Program Management, DPME, and Executive Leadership.
- Coordinate execution alignment with external customers and partners (e.g., Navy sponsors, warfare centers, and industry teammates).
- Translate complex technical, schedule, and financial data into actionable insights for senior leadership and customers.
Long-Range Modernization Planning
- Develop and maintain an integrated 10–15 year modernization roadmap aligned to customer capability evolution and contract transitions.
- Identify obsolescence risks, technical debt, and technology insertion opportunities across the enterprise.
- Ensure near-term execution decisions support long-term architectural and mission objectives.
Technical & Organizational Leadership
- Provide thought leadership in enterprise integration, system-of-systems engineering, and execution governance.
- Influence adoption of common processes, tools, and best practices across programs.
- Guide leaders toward enterprise optimization rather than local program optimization.
Knowledge, Skills & Abilities
- Expert understanding of systems engineering or complex program execution at the system-of-systems or portfolio level.
- Strong experience with enterprise scheduling, dependency management, software life cycles, and critical path analysis across multiple efforts.
- Working knowledge of EVMS, EAC, and execution performance metrics.
- Experience leading large technical teams, IPTs, or multi-program efforts.
- Ability to influence outcomes across organizations without direct authority.
- Strong executive communication, facilitation, and stakeholder engagement skills.
- Understanding of defense acquisition environments and long-term capability planning.
- Familiarity with Agile-at-scale or cadence-based execution approaches (RTE/PI synchronization experience preferred but not required).
