PROGRAM

SUMMARY:

Beginning July of 2026, all Behavioral Health Plans in California will be required to implement High-Fidelity Wraparound (HFW) to fidelity under the Full Service Partnership (FSP) program. All FSPs for children and youth must align with the principles, values, and standards of the HFW model.

HFW provides a comprehensive, holistic, evidence-based, child/youth and family-driven process for responding when children and youth experience significant mental health or behavioral challenges, including children and youth involved in multiple child/youth serving systems. HFW is a team-based and family-centered evidence-based practice that includes an "anything necessary" approach to care for children and youth with the most intensive mental health or behavioral challenges.

The HFW model combines a team-based case management and facilitation approach with individualized and community-based mental health services and supports tailored to meet the individualized needs of the child/youth and family.

The Fidelity Coach serves as a mentor and role model for direct service staff across all Wraparound roles. Through observation and consultation, the Fidelity Coach helps the Wraparound staff deepen their understanding of the Wraparound philosophy, the Four Phases, and the Ten Principles.

Fidelity Coaches build a competent workforce through guided skill development and ongoing professional improvement; their work strengthens individual performance and overall program adherence to the California High Fidelity Wraparound model.

While trainers may deliver curriculum in a classroom setting, the Fidelity Coach works in the field, supporting real-time learning and skill application. The Fidelity Coach is a mastery-level practitioner, often with direct experience in the Wraparound positions they support, modeling best practices and guiding the team’s alignment with the California High Fidelity Wraparound model.

GENERAL REQUIREMENTS:

Education/Experience

  • AA or Bachelor’s degree in human services or related field and/or relevant experience working with youth in a mental health/social service setting and/or 2 years’ experience working with youth with challenging behaviors.
  • Demonstrated mastery-level Wraparound experience, with deep understanding of the principles, phases, and roles.
  • Familiarity with assessment and fidelity tools (e.g., IP-CANS, WFI-EZ, TOMs)
  • Experience using a variety of adult learning strategies to support skill development across learning styles.
  • Bilingual Spanish strongly preferred.
  • One (1) year of experience working with target population.
Preferred Training/Experience in one or all of the following Evidenced Based Practices:
  • High Fidelity Wraparound (HFW)
  • Intensive Case Management (ICM)
Requirements JOB DUTIES & RESPONSIBILITIES
  • Supports understanding of the roles in the Wraparound workforce, System of Care (SOC) agencies and community resources in meeting the needs of children, youth and families.
  • Demonstrates how to do specific skills and activities, and provides feedback during role plays so that staff learn how to apply what they have learned from the curriculum and discussions before they work directly with youth and families.
  • Provides in the field coaching of direct service staff, accompanying them while they are working with youth and families, sometimes initially modeling the position for new staff before expecting them to take over the role, sometimes just observing and providing feedback later.
  • Employs a variety of adult learning methods to appeal to the specific learning preferences of employees.
  • Helps staff interpret and apply data from tools like the IP-CANS, WFI-EZ, and TOMs to improve practice.
  • Advises on role-specific competencies for each Wraparound phase and supports cross-role understanding.
