Overview
The County of El Dorado’s Planning & Building Department is looking for a Senior Engineering Technician to support the West Slope Stormwater Program. The role involves field data collection, engineering design, construction administration, and outreach to the public and stakeholders. Telework opportunities are available consistent with business needs.
Responsibilities- Develop and implement engineering solutions for drainage, traffic, safety, and environmental/erosion issues, including drawing production and coordination with other agencies.
- Collect field data for topographic mapping, right‑of‑way, and control networks; process data to prepare maps and documents.
- Administer construction contracts: prepare change orders, audit claims, compute compensation, ensure labor compliance, and negotiate agreements with contractors.
- Conduct construction inspections and review change orders.
- Plan, organize, and carry out Encroachment Permit functions, resolving citizen complaints.
- Coordinate materials sampling and testing for construction inspection, and train laboratory and inspection personnel.
- Compile, compose, and produce engineering and traffic surveys; perform research and present recommendations to stakeholders.
- Identify property acquisitions and prepare easement and related legal documents.
- Administer agreements between County and private developers.
- Prepare erosion control project site improvements, grants, and supporting documentation.
- Represent the County at pre‑bid, pre‑construction, and informal field meetings.
- Review and comment on Environmental Impact Reports and other development proposals.
- Perform complex engineering and mathematical computations as needed.
- Maintain accurate records, correspondence, and technical reports.
- Coordinate California Conservation Corps projects, including design specifications, material ordering, and crew supervision.
- Attend and be punctual to scheduled hours.
- Perform additional duties as assigned.
- Four years of engineering or technical support work at a level equivalent to a County Engineering Technician, or equivalent education/experience.
- Associate of Arts/Science degree in pre‑engineering or similar field, or valid California Engineer‑in‑Training certificate.
- Completion of college‑level geometry, algebra, and trigonometry coursework.
- Possession of a valid driver's license.
- Willingness to work outdoors in variable weather conditions.
- Willingness to work overtime and off‑hour shifts in emergencies.
- Ability to lift and carry objects up to 60 pounds.
- Knowledge of California Phase II MS4 NPDES Permit, water quality standards, and treatment methodologies.
- Experience with plan review, complaint investigation, and public education on water quality.
- Strong collaboration and communication skills.
A professional, organized, coachable graduate who is a team player and can multitask. The candidate should have coursework in environmental science, engineering, soil science, cartography, geology or hydrology, and be committed to environmental stewardship.
