POSITION SUMMARY

The Behavioral Health Program Manager is a leadership role responsible for the development, implementation, and oversight of behavioral health services at The Center, a dual Domestic Violence and Sexual Assault (DV/SA) agency. This position also plays a vital role in supporting the CalAIM program, which provides intensive, person-centered case management to Medi-Cal members with complex needs, including survivors of violence, those experiencing housing insecurity, and individuals with mental health or substance use challenges.

Working in collaboration with program leadership, direct service staff, and community partners, the Behavioral Health Program Manager ensures delivery of trauma-informed, culturally responsive behavioral health services that promote recovery, safety, and long-term wellness for clients. The Manager oversees clinical supervision, program development, and quality assurance while fostering collaboration across departments to address the holistic needs of clients.

AGENCY DESCRIPTION

The Center for Violence-Free Relationships is a respected nonprofit organization committed to providing services to individuals and families impacted by domestic violence and sexual assault. Our mission is to create a community free from violence through comprehensive services, advocacy, prevention, and education. As a CalAIM provider, The Center delivers Community Supports to Medi-Cal beneficiaries with complex physical, behavioral, and social needs.

Our staff operate from a trauma-informed, survivor-centered, and equity-focused lens, grounded in healing and empowerment.

RESPONSIBILITIES
  • Oversee all behavioral health services, ensuring integration with DV/SA programming and CalAIM care coordination efforts.
  • Provide clinical oversight and reflective supervision to staff delivering behavioral health and ECM-related support services.
  • Develop, implement, and monitor policies, procedures, and protocols for behavioral health services in alignment with agency values, licensing standards, grants, contracts and CalAIM requirements.
  • Collaborate with internal and external teams to ensure mental and behavioral health are embedded in care plans and service delivery.
  • Maintain working knowledge of current best practices in trauma-informed care, behavioral health interventions, DV/SA advocacy, and integrated care.
CLINICAL & SUPPORTIVE SERVICES
  • Provide and oversee assessments, safety planning, crisis interventions, and care coordination for clients experiencing acute or chronic mental health needs.
  • Assist with the development of individualized care plans and treatment strategies that promote resilience, reduce risk, and support client goals.
  • Ensure that behavioral health services are accessible, culturally competent, and client-centered, especially for underserved and marginalized populations.
  • Work in partnership with community mental health providers, Medi-Cal managed care plans, private pay and other medical and social service agencies to ensure wraparound support for clients.
STAFF SUPERVISION & DEVELOPMENT
  • Provide supervision, guidance, and training to behavioral health staff, case managers, and cross-program staff engaged in behavioral health support.
  • Identify and coordinate professional development opportunities focused on trauma, behavioral health, and cross-sector collaboration.
  • Foster a culture of learning, accountability, and compassion among program staff.
ADMINISTRATIVE & COMPLIANCE
  • Oversee documentation practices to ensure timely, accurate, and confidential clinical records in accordance with HIPAA, Medi-Cal, and CalAIM documentation standards.
  • Lead program evaluation and data analysis efforts to monitor program outcomes and inform quality improvement initiatives.
  • Prepare reports for grant funders, managed care partners, and regulatory bodies as required.
  • Participate in budget planning and oversight for behavioral health and related programming.
