Position Summary
The Budget Officer will provide fiscal oversight and close-out support for a youth-focused residential training program. This role is ideal for an experienced accounting or finance professional who enjoys project-based work and ensuring financial accuracy through program completion and facility closure.
This position will play a key role in final budget reconciliation, invoicing, and ensuring all financial obligations are properly reviewed and resolved.
Key ResponsibilitiesOversee budget management, tracking obligations and expenditures to ensure compliance with funding requirements.
Prepare cash flow analyses and periodic budget reports as needed.
Support program and facility close-out, including final invoicing, reconciliation of accounts, and confirmation that all financial obligations are satisfied.
Review, process, and validate invoices, vouchers, and supporting financial documentation.
Review and approve purchasing requests and expenditures in accordance with established policies.
Review contract documentation, monitor vendor performance, and authorize final payments.
Process participant stipends or allowances in compliance with program guidelines.
Maintain accurate financial records, reconciliations, and audit-ready documentation.
Serve as a resource for fiscal policies, procedures, and regulatory requirements.
QualificationsBachelor’s degree in accounting, business management, or a related field or 3–5 years of relevant professional experience in accounting, auditing, or bookkeeping.
Knowledge of public-sector or government programs and familiarity with state and federal agencies preferred.
Strong understanding of federal and state accounting, procurement, and contracting procedures.
Ability to manage a high volume of information and competing priorities with accuracy.
Strong analytical and quantitative skills, with the ability to perform accurate calculations.
Basic knowledge of grant writing and grant-funded programs preferred.
Working knowledge of administrative and office procedures, including records management.
Ability to work independently and effectively plan, organize, and coordinate work assignments.
Proficiency with computers and standard office and financial software.
Strong written communication skills, including proper grammar, spelling, and punctuation.
Basic knowledge of supply and property management principles.
Ability to prepare professional correspondence and reports in civilian or military formats.
Ability to interpret and apply budget regulations, policies, and cooperative agreements.
Strong interpersonal skills with the ability to serve in a liaison capacity with government agencies, private organizations, and educational institutions.
Demonstrated problem-solving skills and ability to exercise sound judgment.
Ability to remain composed and professional in stressful or fast-paced environments.
Proven ability to maintain confidentiality and handle sensitive information appropriately.
