Position Summary
The City of Plainview is seeking an experienced municipal professional to serve as Deputy City Secretary. This position is designed as a succession-planning opportunity for the City's next City Secretary. The selected candidate will work directly under the current City Secretary, receiving comprehensive tranining in all statutory and administrative duties of the office.
Upon the retirement of the current City Secretary and subject to appointment by the appropriate authority in accordance with the City Charter and applicable law, the successful candidate is expected to transition into the position of City Secretary.

Residency RequirementApplicants should understand that although the Deputy City Secretary position may not initially require residency within the city limits, the successful candidate must satisfy all residency requirements applicable to the City Secretary position before appointment to that office.
Succession PlanningThe successful candidate will be expected to demonstrate the knowledge, leadership, professionalism, and statutory competence necessary to assume the full responsibilities of the City Secretary upon the retirement of the incumbent.
The successful candidate will receive direct mentorship from the current City Secretary while gaining hands-on experience in every aspect of municipal governance, legislative administration, elections, records management, and statutory compliance necessary to successfully assume the responsibilities of the City Secretary for the City of Plainview.
SUMMARY:Under limited supervision, serves as an Officer of the City; performs activities in accordance with the City’s requirements of the City Charter and State law; attends and accurately records all City Council meeting minutes; ensures all public meeting notice requirements are met regarding City Council meetings;
Serves as the custodian of all official City records; administers City elections.
Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:
- Serves as an Officer of the City; performs according to the requirements of the City Charter and State law; posts meeting notices and agendas; prepares agenda packets and distributes prior to meetings;
- Attends City Council meetings and records all official proceedings; prepares and preserves accurate minutes and other documents; directs the publication, filing, indexing, and safekeeping of all proceedings for Council as required by law or charter.
- Provides official notification to the public regarding public hearings including legal advertising of notices. Attests, publishes, indexes and files ordinances and resolutions. Ensures accurate online versions of the City of Plainview Charter, Code of Ordinances, and Zoning and Land Use Code. Maintains an accurate calendar of meetings of the City Council on the city’s website. Sends meeting notices via the established agenda email distribution list.
- Responsible for receiving all public information requests for the City of Plainview. Responds to Open Records Requests within the time constraints established by law. Provides information on Open Meeting requirements and compliance to city staff as well as members of the City Council or Citizen Boards and Commissions.
