About the Role

MWH is seeking an experienced Federal Compliance Officer to support a high-impact project in the Northeast. This role will play a critical part in ensuring regulatory integrity across federal contracting and construction execution.

Key Responsibilities
  • Regulatory Oversight & Implementation: Develop, implement, and maintain compliance programs, policies, and procedures in accordance with applicable federal regulations, including the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Cost Accounting Standards (CAS).
  • Contract Compliance Monitoring: Serve as the primary point of contact for all contract compliance matters, ensuring that all company divisions and project teams adhere to specific contract clauses and federal requirements.
  • Audit Management: Prepare for, manage, and coordinate responses to audits by government agencies, including the Defense Contract Audit Agency (DCAA), the Defense Contract Management Agency (DCMA), and the Office of Federal Contract Compliance Programs (OFCCP).
  • Cybersecurity Compliance: Oversee the implementation and monitoring of the Cybersecurity Maturity Model Certification (CMMC) program, ensuring compliance with federal cybersecurity requirements for protecting FUI (Federal Contract Information) and CUI (Controlled Unclassified Information).
  • Procurement & Sourcing Compliance: Ensure strict adherence to the Buy American Act and associated trade agreements, validating sourcing documentation for all materials used in federal projects.
  • Risk Assessment & Training: Proactively identify potential areas of compliance vulnerability and risk; develop and deliver targeted compliance training to employees and management on topics including the False Claims Act and ethical conduct.
  • Policy Development: Lead the development and revision of internal policies to address changes in federal laws and regulations, ensuring the company remains current with all OFCCP requirements related to EEO and affirmative action obligations.
Qualifications

Experience:

  • Minimum of 7-10 years of experience managing compliance within a federal contracting environment, preferably in construction or a related industry

Expert Knowledge Required:

  • In-depth understanding of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Demonstrated experience with the Cybersecurity Maturity Model Certification (CMMC) framework and NIST 800-171 requirements.
  • Strong knowledge of Cost Accounting Standards (CAS) and experience with DCAA audit procedures and requirements.
  • Familiarity with the Buy American Act and the False Claims Act.
  • Experience navigating OFCCP requirements and compliance audits.

Skills:

  • Excellent analytical, problem-solving, and communication skills. Ability to translate complex regulatory requirements into practical, actionable business processes.
  • Must be familiar with construction, the change order process, and claims for equitable adjustment.

Education:

  • Bachelor’s degree in business administration, Law, Accounting, or a related field.
  • A master’s degree or relevant professional certification (e.g., CCCM, CFCM, CPA) is highly desirable.

Clearance:

  • Must be a U.S. Citizen and potentially eligible for a security clearance (if required by specific contracts).
Compensation
  • The anticipated salary range is $175,000 - $200,000, based on experience.
