Principal Proposal Analyst - Hybrid

Position Overview

Location:

Plano, TX, United States – Hybrid role.

Salary range: $86,800 – $165,200 USD.

Security clearance:
DoD Secret security clearance required; U.S. citizenship required.

• Independently develop, analyze, and complete highly significant proposals.
• Lead or contribute to the development of pricing strategies based on customer priorities, future work potential, affordability initiatives, program financial objectives, risks, and opportunities.
• Collaborate with functions across the company to evaluate labor, material, and direct costs.
• Utilize company estimating tools and programs.
• Develop detailed Requests for Estimates to initiate proposals.
• Lead the creation of Basis of Estimates, track progress, validate and analyze actuals, ensure consistency, and confirm the estimating approach is sound.
• Prepare and present gate charts for program and company leadership review.
• Ensure full FAR compliance on all proposals and provide guidance on complex situations.
• Assess, develop, and implement solutions to support complete proposal submissions.
• Interface and coordinate with all levels of management within the program, aligning priorities, strategies, expectations, and status.
• Perform detailed and complex analysis of inputs to ensure sound estimates.
• Assist in training and supporting other estimators on FAR requirements and the proposal process.

• Bachelor’s degree and a minimum of 5 years of relevant experience, or an advanced degree and at least 3 years of experience.
• Experience with Microsoft Office products.
• Ability to obtain and maintain a U.S. government‑issued security clearance; U.S. citizenship required.

• Project management and collaboration skills with ability to lead teams without direct authority.
• Strong organization, analytical, oral, and written communication skills.
• Advanced skills in Microsoft Excel, PowerPoint, and related tools.
• Knowledge and experience in proposal development, price buildup, and estimating and pricing processes.
• Consistent ability to meet deadlines in schedule‑driven environments.
• Knowledge of federal proposal regulations: FAR, DFAR, TINA, FAR Part 15, and the Cost Estimating Manual.
• Demonstrated leadership experience.
• Effective planning and scheduling skills that result in proposal completion per customer and company requirements.
• Basic knowledge of Pro Pricer or similar pricing tools.

• Base salary range: $86,800 – $165,200 USD.
