The City of Plano is looking for a Housing Rehabilitation Project Coordinator or Senior Housing Rehabilitation Project Coordinator. In this full-time position, you will work in a professional team environment with dedicated people who love what they do. Your residential construction skills, such as hands-on construction, site inspections, estimating, invoicing, knowledge of the project cycle, and project oversight, are critical to ensure your success.

Additionally, intermediate computer skills such as Word, Excel, Outlook, and Internet search will help you accomplish your tasks proficiently. The ideal candidate should have excellent time management, administrative, and communication skills (oral and written), be able to multitask, possess a can-do attitude, be kind and respectful of others, value collaboration, and live and respect Plano's values.

Responsibilities
  • Performs inspections on residential properties to determine code violations and problem areas; prepares plans and detailed work specifications, environmental reviews, and cost estimates for repair of items found in the course of inspection based on program standards.
  • Prepares lead-based paint risk assessments and determines the proper course of action to remediate lead-based paint; operates XRF Machine to perform residential lead inspections; conducts lead clearance tests.
  • Supervises bid process, including walk-through at job site; explains and interprets bid items and program requirements ensuring consistency with Federal procurement requirements.
  • Performs daily inspections of work-in-progress to ensure compliance with housing codes, building codes, and Federal rehabilitation requirements; approves payment to contractors.
  • Conducts final inspections when jobs are completed; acts as mediator between contractor and homeowner when necessary; makes final determination that job is complete; determines amount of penalty or incentive pay to apply to contractor. Conducts worker interviews for compliance with Davis-Bacon Act requirements.
  • Researches and collects data on new conduction methods.
  • Prepares construction documents and administrative reports.
  • Regular and consistent attendance for the assigned work schedule is essential.
Additional Information

Three (3) shifts available: 7:30 – 4:30, 8:00 – 5:00, and 8:30 – 5:30. New employees are required to work the trainer’s schedule during training.

Qualifications
  • Bachelor’s degree in Construction Management, Construction Science, Architecture, Structural Engineering, or related field.
  • Three years of hands-on experience in residential construction or remodeling, construction estimating and bidding, residential insurance adjustment, or as a municipal Building Inspector.
  • Valid Class C Driver's license (must obtain within 30 days of hire per state law);
    Lead Base Paint Risk Assessor Certification required or ability to obtain said certification within the first six (6) months of entry into position.
  • Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
