Position OverviewThe Chief BSA/AML Officer serves as the Bank’s designated Bank Secrecy Act (BSA) Officer and is responsible for the overall leadership, strategy, and execution of the Bank’s enterprise-wide Anti-Money Laundering (AML), Counter-Terrorist Financing (CTF), and OFAC compliance programs. This executive role provides independent oversight of the Bank’s compliance with all applicable BSA/AML laws and regulations and serves as the primary liaison with regulators, law enforcement, senior management, and the Board of Directors.
The Chief BSA/AML Officer is accountable for the design, implementation, and continuous enhancement of a risk-based BSA/AML compliance framework, including new business initiatives involving international payments, foreign correspondent banking, nested financial institutions, fintech partnerships, and other high-risk or complex customer segments. The role ensures that the Bank maintains effective systems, controls, governance, and reporting mechanisms to identify, measure, monitor, and mitigate financial crime risk.
This position reports directly to executive leadership and provides regular reporting to the Board of Directors (or a designated Board Committee).
Enterprise AML/BSA Leadership & Governance
- Serve as the Bank’s designated BSA Officer under applicable regulations.
- Develop and execute the strategic vision for the Bank’s AML/BSA/OFAC compliance program.
- Provide independent oversight of the Bank’s compliance with BSA, USA PATRIOT Act, OFAC, and related regulatory requirements.
- Deliver regular reports to Senior Management and the Board of Directors regarding AML risk exposure, program effectiveness, SAR trends, regulatory developments, and emerging threats.
- Lead the annual BSA/AML/OFAC risk assessment and present results for Board approval.
- Oversee annual policy reviews and ensure Board approval of all AML/BSA-related policies.
- Design, enhance, and maintain a comprehensive, risk-based AML/BSA compliance program, including:
- Customer Identification Program (CIP)
- Know Your Customer (KYC) and Know Your Business (KYB) standards
- Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD)
- Beneficial Ownership compliance
- Transaction monitoring and fraud surveillance
- Sanctions screening and OFAC compliance
- Oversee AML controls related to high-volume foreign correspondent banking, international payments, nested relationships, and other complex, high-risk customer segments.
- Identify potential areas of compliance vulnerability and financial crime risk and implement mitigation strategies and internal controls.
- Ensure appropriate risk rating methodologies for new and existing customers, including periodic reviews of high-risk accounts.
- Oversee suspicious activity monitoring, investigation, and reporting processes.
- Review and approve Suspicious Activity Reports (SARs) and maintain documentation of SAR determinations.
