Position: Application Portfolio Management (APM) Practice Lead

About the Opportunity

We are seeking an experienced technology and portfolio management professional to lead a greenfield Application Portfolio Management initiative within a large-scale enterprise environment. This opportunity will focus on establishing application inventory management, governance, lifecycle processes, and portfolio visibility from the ground up. The role offers significant exposure to enterprise technology strategy and the opportunity to influence how application assets are governed, evaluated, and managed across the organization.

Summary

The Application Portfolio Management (APM) Practice Lead will lead the development and implementation of an enterprise APM framework, including application inventory, governance, data quality, and lifecycle management processes. This highly visible role combines strategic planning, program leadership, application governance, and cross-functional collaboration. The ideal candidate can translate enterprise strategy into scalable processes while effectively partnering with executives, technology teams, architects, product leaders, and Service Now/CMDB stakeholders.

Job Description
  • Lead the design and implementation of an enterprise Application Portfolio Management framework, including application inventory processes, governance routines, application-to-capability mapping, criticality classification, and application health assessments.
  • Establish application inventory management standards and define a comprehensive data dictionary for application assets, leveraging existing systems of record to create a unified portfolio view.
  • Drive greenfield APM initiatives, pilots, and process design from strategy through implementation while establishing scalable operating models and governance practices.
  • Manage application portfolio data quality, completeness, accuracy, and integrity, including periodic certifications by application owners and alignment across upstream and downstream systems.
  • Partner with enterprise architects, solution architects, principal engineers, product leaders, and teams supporting Service Now CMDB to design and operationalize portfolio management processes.
  • Establish portfolio governance and controls that support application lifecycle management, risk management, audit readiness, compliance requirements, and technology modernization.
  • Analyze portfolio performance, application health, technology risk, and lifecycle data to identify opportunities for rationalization, modernization, investment, or retirement.
  • Develop actionable portfolio analytics and executive-level reporting that communicate application health, compliance status, risks, dependencies, and strategic opportunities.
  • Build strong relationships with executive and cross-functional stakeholders, driving alignment and consensus across technology and business organizations.
  • Champion continuous improvement and evaluate emerging capabilities, including AI-enabled development and productivity tools, to improve portfolio management processes and decision-making.
Requirements
  • Bachelor’s degree in Business, Information Technology, or a related discipline, or an equivalent combination of education, training, and relevant professional experience.
  • 10+ years of experience across enterprise technology, Project Management, Program Management, Product Management, technology operations, or related leadership roles, with demonstrated success leading large-scale enterprise initiatives.
  • Strong experience with strategic planning, portfolio management, application asset management, application lifecycle management, governance, or enterprise transformation.
  • Exceptional executive stakeholder management, communication, presentation, negotiation, and influencing skills.
  • Proven ability to lead complex initiatives from concept through execution, solve ambiguous business and technology challenges, and establish new processes in greenfield environments.
  • Strong cross-functional collaboration and change management capabilities across business, product, architecture, engineering, risk, and technology teams.
  • Experience with Application Portfolio Management, Service Now/CMDB, enterprise architecture, application governance, or large financial services environments is highly preferred.
  • Familiarity with emerging technology and AI-enabled productivity or development tools, such as AWS Kiro, Power Apps, or similar platforms, is a plus.

This is a hybrid position based in Plano, Texas, with onsite work Monday through Thursday
