Position Summary

Under the general direction of the Police Chief, responsible for managing, supervising, and directing the activities of the telecommunications division, overseeing all staff, systems, applications, and computers within the center.

Job Responsibilities (Essential Functions)
  • Oversee the 24‑hour Live Oak Emergency Communications Center; manage staff and functions; recommend hires, terminations, and disciplinary actions.
  • Set goals, prepare and modify shift schedules, assign work, delegate responsibilities, monitor progress, conduct a quality assurance program, review entries and call recordings, hire, train, coach, appraise, reward staff; oversee staff development and engagement activities and respond to employee complaints.
  • Participate in development and administration of the annual budget; prepare funding proposals; forecast staffing, equipment, material, and supply requirements.
  • Formulate and review policies and procedures in consultation with the Police Chief.
  • Serve as Terminal Agency Coordinator: inspect, test, and maintain technology; notify supervisors and vendors of system issues; order supplies; manage the Communications budget; prepare reports and reconcile purchases.
  • Maintain knowledge of best practices, trends, laws, and issues affecting public safety communication; attend training and accreditation to maintain certifications; monitor staff certifications; schedule trainings; attend and participate in meetings.
  • Perform other duties as required or assigned.
Job Requirements Knowledge
  • Supervisory methods and techniques.
  • Local street names, businesses, landmarks, and geography.
  • Texas Law Enforcement Telecommunication System (TLETS) and National Law Enforcement Telecommunication System (NLETS) rules and regulations.
  • CJIS rules and regulations.
  • Pertinent Federal, State, and local laws, codes, and safety regulations.
  • CAD/RMS systems for Police and Fire.
  • Customer service principles, practices, and etiquette.
  • Record keeping, report preparation, filing methods, and records.
  • General office policies and procedures; computers and general office equipment.
Skills
  • Direct, train, develop, and motivate staff.
  • Analyze situations, adapt a quick, effective course of action, and maintain composure in stressful situations.
  • Organize, assign, monitor, and evaluate the work of others.
  • Solve problems and prioritize tasks rapidly.

  • Communicate both orally and in writing.

  • Maintain accurate records.
  • Operate multiline phone systems, radios, electronic data communications systems, computers, and related software.
Education & Experience

High school diploma or GED equivalent and three (3) years of increasingly responsible experience as a public safety dispatcher; or an equivalent combination of education, training, and experience.

Licenses, Certifications & Equipment
  • Advanced Telecommunications certification.
  • TCIC/TLETS Full Access certification.
  • CPR and TCPR certification.
  • CJIS Level 3 certification.
  • NENA Center Manager certification.
  • Completion of FEMA ISC 300 and 400 within six (6) months of hire (or ability to complete within six months).
  • Valid state driver’s license.
