Primary Purpose
  • Provide support to Head Start families through the development of family and community partnerships. Facilitate the development and implementation of Family Partnership and Community Partnership Service Plans to ensure compliance with the Head Start Program Performance Standards.
Qualifications Education/Certification
  • Bachelor's Degree in Sociology, Interdisciplinary Studies, Psychology or other Human Service related field.
  • Master's Degree (Preferred)
  • Valid Texas School Counselor Certification OR Social Worker License from the Texas State Board of Social Worker Examiners
Special Knowledge/Skills
  • Ability to perform multiple tasks simultaneously
  • Ability to communicate effectively with others
  • Bilingual preferred
Experience
  • Minimum of two years of experience in the field or a related field preferred
Major Responsibilities and Duties
  • Develop, revise, and implement the Service Plans in the areas of Family Partnerships and Community Partnerships to assure compliance with all Federal Performance Standards
  • Assist in the enrollment, intake, and application process of new children and families
  • Participate in collaborative team planning meetings with managers on an ongoing basis to meet the specific needs of program goals and families
  • Participate in regularly scheduled meetings with Family Services department staff to coordinate family events, tasks, preparations, and ensure every family event is designed with collaboration in mind
  • Assist in arranging and providing translation support to the program as needed (ex. Policy Council meetings, parent committee, or other family events)
  • Conduct individual family interviews to complete a Family Needs Assessment (FNA) for all assigned families in the program
  • Encourage and assist families in setting goals and establishing a partnership to meet goals based on the results of the FNA
  • Ensure the development and implementation of an individualized Family Service plan for every enrolled family
  • Provide educational opportunities and options for parent involvement in all areas of the Head Start program in a manner that is responsive to the ongoing and expressed needs of the parents
  • Ensure development and implementation, and ongoing communication of community partnerships
  • Organize the development and annual review of the Family Services Plan, ensuring that parents and staff have input and understand the Federal Performance Standards and the procedures for developing a plan
  • Implement the Family Services Plan to assure compliance with all Federal Performance Standards
  • Communicate to parents the availability of community services and resources and support them in obtaining services to meet their needs. Provide additional support to families with acute needs
  • Use selected internet software to maintain documentation of referrals and follow-up services to Head Start families
  • Prepare and annually update a Social Services Directory in English and Spanish for all Head Start parents
  • Conduct and report results of the annual self-assessment to include obtaining feedback from key stakeholders in the area of community and family partnership. Feedback will be represented in next self-assessment results and considered for program goals in the continuous improvement process.
  • Prepare the Program Improvement Plan (PIP) and Program Information Report (PIR) for areas of responsibility. Submit according to program deadlines.
  • Participate in regular management and staff meetings and serve as an advocate for family services issues
  • Coordinate and collaborate with program managers to ensure Parent Committee and program events are outlined to meet the needs of families each program year
  • Implement the parent and community volunteer program
  • Use planned calendar dates to meet with assigned teachers to discuss and collaboratively problem solve family issues for assigned caseload
  • Submit monthly volunteer (in-kind) reports, Program Information (PIR) updates, and Priority Sheets according to program calendar
  • Participate in procedures specific to truancy prevention program
  • Take the initiative to develop professional skills appropriate to case management and issues relating to low income families
  • Follow all rules, regulations, and policies of Plano ISD and Head Start
  • Perform other duties as assigned

  • Supervise the duties and responsibilities of the Head Start Family Advocate.

  • Ability to communicate effectively (verbal and written); interpret policy, procedures, and data; coordinate district functions; maintain emotional control under stress.
Physical Demands/Environmental Factors
  • Frequent district wide travel; occasional prolonged and irregular hours. Work with frequent interruptions. Frequent standing, stooping, bending, kneeling, pushing and pulling. Prolonged use of computer and repetitive hand motions. Occasional lifting up to 50 pounds.
