Position: Engineering Unit Supervisor (Transportation/Engineering and Planning)

Engineering Unit Supervisor – Overview

The Broward County Board of County Commissioners Transportation Department seeks a qualified candidate for Engineering Unit Supervisor in its Engineering and Planning Section. The incumbent leads, manages, and oversees engineering activities that support the planning, design, and delivery of major transit capital projects. Responsibilities include advanced professional and supervisory engineering work in the design, review, and implementation of transit infrastructure such as Bus Rapid Transit (BRT), Light Rail Transit (LRT), commuter rail, intermodal terminals, park and ride structures, and vehicle storage and maintenance facilities.

Responsibilities
  • Develop, implement, and periodically update transit engineering design criteria, standard specifications, and technical requirements for BRT, LRT, commuter rail, stations, terminals, parking facilities, and maintenance buildings.
  • Manage engineering policies and procedures to optimize work and ensure adherence to quality and efficiency goals.
  • Supervise the engineering unit responsible for transit capital project development, including planning, environmental review, preliminary engineering, and final design coordination.
  • Oversee engineering and design activities, reviewing plans, technical reports, cost estimates, specifications, value‑engineering reports, and constructability analyses for compliance with design criteria and applicable regulations.
  • Direct and review work of staff and professional consultants preparing engineering, environmental, feasibility, and alternatives analysis documents.
  • Ensure design consistency and technical quality across multiple projects and modes by applying established criteria and best practices.
  • Coordinate with internal departments, external agencies, railroads, utilities, MPOs, community stakeholders, and regional partners on project development and implementation.
  • Lead long‑range capital planning engineering tasks, prepare reports, and present findings to management, governing boards, and the public.
  • Maintain engineering records, databases, standard drawings, and other technical resources.
  • Utilize and guide the implementation of engineering technologies and tools, including CAD platforms and modeling tools.
  • Support environmental documentation and permitting requirements, including NEPA, PD&E, PEIR, and local environmental reviews.
  • Oversee preparation and review of right‑of‑way concepts, acquisition requirements, and construction plans for transit corridors and facilities.
  • Sign and seal engineering plans, drawings, reports, and technical documents as required by state law.
  • Manage daily engineering workflows, performance evaluations, recruitment initiatives, and staff development to maintain workforce skill.
  • Perform related duties as assigned.
Qualifications
  • Bachelor’s degree in Civil Engineering or a closely related field from an accredited institution.
  • Six (6) years progressively responsible professional engineering experience related to transit or transportation, including two (2) years supervisory experience.
  • Current Professional Engineer license in the State of Florida for the duration of the assignment.
Preferences
  • Master’s or Doctoral degree in Management, Engineering, or a related field.
  • Project Management Professional (PMP) certification.
  • Certification in Design, Engineering, or Construction.
  • Three (3) or more years experience developing or maintaining design criteria manuals, technical standards, or engineering guidelines for transit or transportation infrastructure.
  • Three (3) or more years direct experience with planning, design, or construction of transit or transportation projects, including horizontal and/or vertical work.
  • Six (6) or more years experience with ADA Accessibility Requirements and/or CPTED principles.
  • Three (3) or more years experience managing multidisciplinary engineering teams and consultant contracts.
  • Three (3) or more years experience managing environmental reviews, permitting, and coordination requirements for capital projects.
  • Three (3) or more years experience in site development, civil, structural, systems, drainage, or architectural engineering.
