Position Overview
This is an exempt position that is professional accounting work within the City's Financial Services Department. Responsibilities include but are not limited to reviewing and recording complex financial accounting transactions and preparing complex financial reports.
Responsibilities- Reviewing and recording complex financial accounting transactions and preparing complex financial reports.
- Exercise initiative and independent judgment in organizing, maintaining and systematically reviewing financial transactions related to pensions, merchant accounts, bank transactions, debt service and payroll postings.
- Interpreting financial records, preparing financial statements and reports, and participating in the design and revision of accounting systems.
- Generating monthly wires for debt service and recording them to the General Ledger, ensuring proper funding for payments.
- Performing account analysis according to GASB and GAAP.
- Accessing various bank sites to perform wires, downloads, and interpreting of data.
- Monitoring daily reconciliation of credit card settlements.
- Maintaining and reconciling system reports, ledgers and spreadsheets for monthly reconciliations.
- Preparing complex journal entries to record activity and reconcile statements to the general ledger.
- Analyzing and evaluating financial information and generating complex reports to ensure reliability and integrity of financial records.
- Assisting the financial services team with financial analysis and account reconciliations as needed.
- Assisting external auditors with questions and providing audit schedules.
- Preparing year‑end reports and schedules for the annual audit.
- Assisting the Audit and Financial Reporting Manager with the compilation of data for the Annual Comprehensive Financial Report (ACFR) and the Popular Annual Financial Report (PAFR).
- Researching, interpreting and assisting the manager with implementing new GASB pronouncements.
- Working on ad hoc projects as assigned by the Audit and Financial Reporting Manager.
- Performing other related duties as required and as directed.
- Working knowledge of governmental accounting and budgeting principles and procedures.
- Knowledge of modern office practices and procedures.
- Working knowledge of data processing applications related to accounting and proficiency in Word and Excel.
- Working knowledge of PowerPoint.
- Ability to review, analyze and interpret fiscal records.
- Ability to maintain records and prepare and submit reports.
- Ability to prepare complex journal entries.
- Ability to prepare various state reports and forms.
- Ability to analyze and conduct research on computerized and/or manual records.
- Ability to express ideas effectively orally and in writing.
- Ability to operate standard office machines (copier, scanner, fax) and proficiency with a 10-key adding machine.
- Knowledge of accounting terms and principles.
- Graduation from an accredited college or university with a Bachelor's degree in Accounting or Finance.
- At least three (3) years’ experience in general governmental accounting and/or governmental internal audit responsibilities.

Physical RequirementsLight physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials up to twenty (20) pounds. Descending and climbing stairways and extended periods of walking may be required during field activities. Work is performed primarily in a standard office environment. Tasks are regularly performed without exposure to adverse environmental conditions. Sensory:
The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing.
This is a designated “Recovery” classification in the City's Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies. Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
