General Description

This role involves complex professional and administrative duties in the planning, coordination, and administration of the countywide emergency management program. Operating under general supervision, the individual will independently develop work methods and sequences.

This role involves complex professional and administrative duties in the planning, coordination, and administration of the countywide emergency management program. Operating under general supervision, the individual will independently develop work methods and sequences.

The position entails mandated reviews of Comprehensive Emergency Management Plans (CEMP) for healthcare facilities, including detailed Emergency Environmental Control (generator) plans for nursing homes and assisted living facilities. Responsibilities include detailed reviews, strong writing and reporting skills, data analysis, and tracking the current status and deficiencies of the overall CEMP program plan submissions. The role also requires providing customer service support for assigned program areas, conducting presentations, trainings, and workshops for new facility administrators and other stakeholders, and coordinating with ETS staff for enhancements to the CEMP electronic portal for plan submission and reviews.

Additionally, the position may involve reviewing, updating, and developing other Emergency Management plans such as Standard Operating Procedures (SOPs), policies, procedures, checklists, guides, and other hazard-specific plans. Work on projects assigned in the Operations Section, including components for operational readiness, may be required. The role is subject to recall during disasters and other emergencies, and may involve weekend, holiday, and shift work during emergency and/or disaster situations.

Strong written, verbal, and interpersonal communication skills with the demonstrated ability to effectively communicate with a diverse range of stakeholders are essential. Experience in managing a major aspect of emergency response in an Emergency Operations Center setting is highly beneficial. Other duties may be assigned by the section manager.

Minimum Education And Experience Requirements

A Bachelor's degree from an accredited college or university with major coursework in business, liberal arts, or any other degree related to emergency management is required.

(One year of relevant experience may substitute for each year of required education.)

Two (2) years of emergency management planning in an emergency management agency or a closely related field is required.

Special Certifications and Licenses

Ability to pass a Homeland Security background check (non-classified) is required.

Completion of the following incident command courses within six (6) months of hire is required: FEMAICS-100, 200, 300, 400, 700, and 800.

Preferences
  • Completion of IC 100, 200, 300, 400, 700 and 800 courses.
