We are representing a specialized environmental consulting and engineering firm that partners with high-stakes industrial sectors, including power utilities, rail, and aviation. Unlike large, bureaucratic firms, this organization offers a "lean" and highly collaborative environment where you report directly to senior leadership and serve as a key technical advisor on complex remediation and compliance projects across California.
The Role- Engineering Design:
Develop and sign off on Construction Stormwater Pollution Prevention Plans (SWPPP) and Spill Prevention Control and Countermeasure (SPCC) plans. - Remediation Oversight:
Lead the design and construction of remedial solutions for contaminated sites, including soil and water remediation and facility demolition. - Regulatory Liaison:
Navigate complex filings and maintain relationships with state and federal agencies (DTSC, RWQCB, EPA). - Field Leadership:
Manage onsite construction activities, ensuring compliance in diverse environments, including mountainous or uneven terrain and industrial facilities. - Auditing:
Conduct rigorous site audits and provide technical updates to clients in the utility and transportation sectors. - Project management and technical lead for SWPP plans.
- Project management and technical lead for SPCC Plan compliance updates and reviews.
- Project management of multiple environmental site investigation and remediation construction projects.
- Design and engineer remedial systems for groundwater treatment, waste immobilization, soil stabilization, shoring, chemical and thermal oxidation, excavation, and related remedial solutions.
- Design and engineer stormwater pollution and erosion control and develop plans in accordance with RWQCB requirements (requires California Qualified Storm Water Developer (QSD) certificate).
- Design Spill Prevention, Control and Countermeasure (SPCC) Plans in accordance with EPA requirements.
- Conduct value engineering, field engineering and review and approve proposed design changes, red‑lines, as‑builts and field change orders.
- Develop engineering cost estimates, plans and specifications, take‑off sheets, project schedules, and technical proposals.
- Serve as Engineer of Record, review and sign off on design and engineering drawings.
- Manage assigned projects and lead assigned proposals.
- Develop business and follow‑on projects with existing clients through excellent delivery of assigned projects.
- Willingness to travel occasionally and be available for night and weekend work, on occasion, as needed.

- California Professional Engineer (PE) license.
- 7 to 15 years of professional experience in environmental engineering with a focus on SWPPP, SPCC, and remediation.
- QSD or QSP certification or ability to obtain within 6 months.
- 40‑hour HAZWOPER certification.
- Deep familiarity with RCRA, CERCLA, and California‑specific environmental regulations.
- Prior experience in power utilities, rail, aviation, or heavy industrial sectors is highly preferred.
- Bachelor's degree in civil or environmental engineering.
- Valid driver’s license and ability to pass background checks, drug screen and health exam.
- Strong written and verbal communication skills.
- Strong interpersonal skills, ability to resolve problems and to work with stakeholders.
- Ability to delegate project assignments and mentor junior staff.
- Proven competence with laptops, tablets, smartphones, and Microsoft Office.
- Ability to travel, work outdoors in inclement weather.
- Ability to work occasional overtime and weekends.
