Position Summary:

The PROJECT CONTROLS SPECIALIST is a senior technical and leadership role responsible for directing environmental planning, regulatory compliance, permitting, construction-phase oversight, and project closeout for complex electric transmission and related energy infrastructure projects throughout California and the western US. This position requires a minimum of 10 years of specialized California regulatory experience and a demonstrated ability to successfully navigate CEQA, secure multi-agency permits, manage construction compliance programs, and bring projects to full environmental closeout while protecting client schedules and budgets.

Functions
  • Develop, maintain, and manage formal project controls including risk registry, scope, schedule, quality, and budget administration for electric transmission projects.
  • Create and maintain formal cost and resource-loaded, milestone-driven schedule plans using industry-standard tools.
  • Monitor and control project performance through cost control metrics, including Earned Value Management (EVM), Estimate at Completion (EAC), Schedule Variance (SV), and Cost Variance (CV).
  • Support construction-phase oversight by tracking progress, variances, and compliance with project baselines.
  • Support project closeout through final cost reconciliation, schedule analysis, and documentation of lessons learned.
  • Provide expert project controls guidance, risk analysis, and performance reporting to project teams and leadership.
  • Collaborate with and support project managers, environmental teams, and technical staff on controls-related deliverables.
  • Manage project budgets, schedules, and scopes; support proposal development and business activities.
  • Prepare and deliver clear project controls reports and presentations to internal teams and clients.
  • Acknowledge and participate in OMS H&S programs and trainings.
  • Other duties as assigned by OMS or the client.
Qualifications
  • Bachelor’s degree in Environmental Planning, Environmental Science, Biology, Natural Resource Management, Urban/Regional Planning, or closely related field. Master’s degree strongly preferred.
  • Minimum of 5–10 years of experience in project controls for large, multidisciplinary infrastructure or energy projects.
  • Demonstrated experience supporting large electric transmission or linear infrastructure projects.
  • Strong competency with formal cost/schedule tools and earned value management.
  • PMP certification strongly preferred, or equivalent experience delivering large multidisciplinary electric transmission projects.
  • Valid California driver’s license and ability to travel 10–25% of the time with occasional overnight stays.
  • Strong analytical, technical, and communication skills with proficiency in project controls software.
  • Valid California driver’s license and ability/willingness to travel to project sites across California (approximately 20–40% travel, including occasional overnight stays).
  • Conduct a background check, drug screening, and physical exam.
  • Must have a clean driving record.
Preferred
  • Direct experience supporting California Investor-Owned Utilities (PG&E, Southern California Edison, or San Diego Gas & Electric) on electric transmission projects.
  • Experience with NEPA and federal project controls preferred.
  • Project Management Professional (PMP) certification strongly preferred.
  • Familiarity with digital project management and controls tools.
