Construction Administrator - HCAi | OSHPD

Position Overview We are seeking an experienced Construction Administrator with demonstrated expertise in HCAi and OSHPD processes to support healthcare projects in California. The role will ensure construction work complies with OSHPD regulations, manage HCAi filings, coordinate between design teams, contractors, and reviewers, and provide thorough construction administration from pre-construction through closeout. Strong knowledge of OSHPD I requirements, and proficiency with Revit and project documentation are highly desirable.

Key Responsibilities Manage construction administration activities for OSHPD-regulated healthcare projects, including coordination of HCAi filings and responses to OSHPD reviewers. Prepare, review, and submit OSHPD documentation and HCAi project records in accordance with OSHPD I requirements and HCAi portal procedures. Serve as the primary point of contact between the owner, architect/engineer, general contractor, and OSHPD reviewers during construction administration. Review and process submittals, RFIs, change orders, and shop drawings to confirm compliance with project documents and OSHPD requirements.

Conduct regular site observations and document field conditions, non-conforming work, and corrective actions; maintain accurate CA logs and progress reports. Coordinate model-based information and document control with Revit models, ensuring issued-for-construction drawings and models are consistent. Prepare and administer AIA contract documents, maintain project schedules, and support claims mitigation and dispute resolution efforts. Facilitate pre-installation and coordination meetings, track corrective action items, and follow through to closeout.

Compile closeout documentation, including as-built drawings, certificates, testing reports, and OSHPD-required deliverables for final acceptance and occupancy. Ensure quality control of construction deliverables and enforce compliance with applicable codes, standards, and OSHPD directives.

Qualifications Bachelors degree in Architecture, Engineering, Construction Management, or related field preferred. 5+ years of construction administration experience on healthcare or OSHPD-regulated projects; direct HCAi and OSHPD I experience required. Proven experience preparing HCAi filings and responding to OSHPD reviewer comments through the HCAi portal. Strong working knowledge of OSHPD regulations, OSHPD 1 process, and California healthcare construction requirements. Familiarity with AIA contract documents and construction administration best practices.

Registered architect (NCARB) or working toward registration preferred;
California registration/license is a plus. Proficiency with Revit, construction document management systems, and MS Office (Excel, Word, Outlook). Excellent written and verbal communication skills, strong attention to detail, and ability to coordinate multi-disciplinary teams. Ability to travel to project sites in California and attend periodic on-site inspections and meetings as required.
