Job Description
The Grants Administrator/Compliance Analyst provides administration and oversight for grant awards for the City of Pocatello to ensure funds are used in compliance with grant requirements and that the City is compliant with all applicable local, state, and federal laws.
The job requires knowledge of related applicable federal and state grant program administrative requirements, attention to details and knowledge of accounting and bookkeeping methods. The job requires the ability to maintain a collaborative and cooperative working relationship with elected and appointed officials, other City employees, other organizations, and the general public.
The job requires extensive knowledge of federal regulations, including the Office of Management and Budget Uniform Guidance, 2 CFR 200.
The work environment is a department office environment. The job occasionally requires field inspections of projects under construction. The noise level is generally moderate.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Administers federal funds to ensure the City is compliant with federal laws on grant funding and disbursement. Monitors spending by sub-recipients, contractors, and other agencies for grant compliance.
- Prepares and processes complex funding, draw requests, reviews financial documentation, and manages contracts with sub-recipients, contractors, agencies, and other funders to ensure compliance with grant stipulations. Verifies funding is received and disbursed by the City.
- Prepares and maintains records, documents, and logs all in accordance with City, State, and Federal record retention requirements. Prepares required reports on grant compliance. Performs on-side inspections to ensure compliance, as needed.
- Administers components of grant-funded projects included the CDBG RENEWAL loan program. Assists with the review of applicants for the CDBG RENEWAL grant and sidewalk program, including eligibility of applicants, proper scopes of work, procurement for services, and contract oversight. Reviews applications, reviews recommendations by Grant Division Staff, assists in determining eligibility and prepares loan applications and documents. Serves as the CDBG RENEWAL loan program Loan Officer.
- Assists in the review of sub-recipient applications for funding. Reviews applications, assists in determining eligibility, and assists with the CDBG Advisory Committee’s review of HUD-funded subrecipient applications.

- Conducts monitoring (audits) of subrecipients in compliance with all federal regulations and requirements, including eligibility of clients serves or activities completed, allowability and allocability of expenditures, record retention, and uniform guidance requirements. Conducts internal monitoring of federally funded grant awards to ensure City compliance with all regulations and requirements. Develops corrective action plans for subrecipients or other monitored entities, including the City, to ensure compliance with all regulations.
- Assists with creation of bid documents and construction bids for the public facility and other funded construction projects; reviews these documents and bids for grant compliance. Administers federal wage compliance regulations (Davis-Bacon) on construction projects. Ensures compliance with Davis-Bacon Wage Act requirements, including on-site monitoring and wage rate sheet reviews. Serves as the City’s Labor Standards Officer for Davis-Bacon Wage Act.
