Position: Project Controls Cost Engineer / Senior Project Controls Cost Engineer

PM2CM, Inc. (Project Management to Construction Management) is a professional services company dedicated to providing Program Management, Project Management, Construction Management, and Project Controls services during the design and construction phases of major capital projects.

Our core expertise is in Project Controls, including scheduling, cost controls, document management, budget tracking, estimating, risk analysis, claims avoidance and mitigation, change management, and earned value management.

PM2CM is seeking a Project Controls Cost Engineer or Senior Project Controls Cost Engineer to support major electric utility infrastructure projects in the Metro Los Angeles area.

This role offers an opportunity to work on large‑scale, multi‑year capital programs supporting critical energy infrastructure. Depending on experience and qualifications, candidates may be considered for either the Cost Engineer or Senior Cost Engineer level.

This is a hybrid role, with three days remote and two days on‑site (office or field depending on project needs).

Position Overview

The Project Controls Cost Engineer will support the development, tracking, and analysis of project cost estimates and budgets for capital construction projects. The Senior Project Controls Cost Engineer will take a lead role in developing complex estimates, advising project teams on cost strategies, and supporting regulatory and executive reporting.

Both roles require strong analytical capabilities, attention to detail, and the ability to collaborate with multidisciplinary teams to support effective project delivery.

Key Responsibilities
  • Develop and maintain detailed cost estimates including labor, materials, contracts, indirect costs, and contingency allowances.
  • Structure estimates in alignment with project work breakdown structures (WBS) and regulatory requirements such as FERC and CPUC jurisdictional cost allocations

  • Perform cost analysis, forecasting, and variance analysis to support project management decision making.
  • Support project budgeting, cost tracking, and reporting throughout the project lifecycle.
  • Collaborate with project managers, engineers, schedulers, and construction teams to collect and validate cost data.
  • Support preparation of project control reports for internal leadership, corporate governance, and regulatory reporting.
  • Assist in evaluating contractor estimates, change orders, and cost impacts.
Additional responsibilities at the Senior level may include:
  • Leading the development of complex project cost estimates for large capital infrastructure programs.
  • Providing guidance on cost estimation methodologies, unit pricing, and industry cost trends.
  • Supporting regulatory filings, audits, and financial reviews related to project cost reporting.
  • Leading project controls initiatives and mentoring junior project controls staff.
  • Advising project leadership on cost risk identification and mitigation strategies.
Required Qualifications:
  • Bachelor’s degree in Engineering, Construction Management, Finance, Mathematics, or a related field (or equivalent experience).
  • Minimum 4+ years of experience in cost estimating, cost engineering, or project controls for capital construction projects.
  • Experience with cost estimating tools and strong proficiency in Microsoft Excel and Microsoft Office Suite.
  • Familiarity with project cost structures, WBS development, and cost reporting.
  • Minimum 7+ years of experience in cost estimating, cost engineering, or project controls supporting large capital infrastructure projects.
  • Demonstrated experience leading cost estimating efforts or supporting major capital programs.
  • Strong analytical skills with experience supporting executive reporting and project decision‑making.
Preferred Qualifications
  • Experience supporting electric utility or energy infrastructure projects.
  • Familiarity with California regulatory environments (CPUC/FERC).
  • Experience with EPC cost estimating methodologies.
  • Experience with InEight or similar project controls software.
