Utility Associate Civil Engineer

The Water Resources Department, Administrative Division has an exciting opportunity for a Utility Associate Civil Engineer. The position, under direction, will perform professional engineering work involved in the design, inspection, and construction of engineering projects including water, stormwater, and wastewater systems;
prepare plans and specifications; and act as a project manager on assigned projects.
The ideal candidate in addition to the knowledge, skills, and abilities required for the Utility Assistant Engineer, brings advanced expertise in civil and structural engineering, as well as stormwater and water system design. They excel in project management, ensuring compliance with Federal, State, and local regulations, and effectively resolve complex regulatory, design, and public relations challenges. Proficient in engineering design and database software, they utilize their expertise to solve multi-disciplinary engineering problems and prepare detailed technical reports.

This is the full journey level in the class series. Positions at this level are distinguished from the Assistant level by the performance of the full range of duties as assigned, working independently and exercising judgement and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Positions in this class series are flexibly staffed and positions at the Associate level are normally filled by advancement from the Assistant level. When filled from the outside, the employee is required to have prior related experience which allows the employee to meet the qualification standards for the Associate level.

This position has an excellent benefits package that includes a 4/10 work schedule with Fridays off and medical, dental, and vision coverage. The position offers participation in CalPERS, the option to join a deferred compensation plan, tuition reimbursement plan, and medical flex spending account program. In addition, the City of Pomona offers Education Incentive Pay. Qualifying employees in this position who hold a Master's Degree or higher will receive a 6% increase to their salary after education verification.
In addition, the City offers a planned 5% salary increase effective October 1, 2026, further supporting long-term financial stability and career growth.
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities may qualify. A typical way to obtain the knowledge, skills, and abilities would be:
- A Bachelor's degree from an accredited college or university with major course work in civil engineering.
- Three years of experience performing duties comparable to a Utility Assistant Engineer.
License or Certificate:
- Possession of a valid Class C driver's license at the time of application.
- Possession of a Certificate of Registration as a Professional Civil Engineer in the State of California is required at the time of application.
