The General Manager (GM) serves as the senior leader for the organization’s California region, overseeing all operational, financial, and strategic functions. This role is responsible for driving regional performance across safety, project delivery, profitability, client satisfaction, and talent development.
The GM leads high-performing teams, ensures disciplined execution of construction operations, and guides the region’s long-term growth. This position requires strong business acumen, operational expertise, and the ability to build a culture of accountability, collaboration, and continuous improvement.
Key Responsibilities Regional & Business Leadership- Provide oversight and direction for all regional operations and business functions.
- Develop and execute regional business plans aligned with organizational strategy and long-term growth goals.
- Serve as the senior representative for the region with clients, partners, regulatory agencies, and internal stakeholders.
- Foster a strong culture focused on safety, quality, ethics, and operational excellence.
- Manage the planning, execution, and delivery of multiple civil and utility construction projects.
- Ensure projects meet standards for safety, quality, schedule, and profitability.
- Set performance expectations and conduct regular reviews of operational and project performance.
- Promote continuous improvement across processes, systems, and resource utilization.
- Maintain full responsibility for regional financial performance, including revenue, margins, overhead, and cash flow.
- Review and approve budgets, forecasts, and financial plans.
- Analyze financial results to identify risks, opportunities, and required corrective actions.
- Prepare and present detailed financial reports to senior leadership.
- Ensure compliance with all contractual, legal, and regulatory requirements.
- Oversee contract administration, including negotiations, change orders, claims, and dispute resolution.
- Identify and proactively manage operational, financial, and contractual risks.
- Lead and reinforce a safety-first culture across all operations.
- Ensure compliance with OSHA regulations and internal safety protocols.
- Maintain and improve quality standards across all projects.
- Support initiatives that drive improved safety performance and quality outcomes.
- Lead, mentor, and develop regional leadership teams, including project managers, superintendents, and support personnel.
- Support recruiting, onboarding, performance management, and succession planning.
- Build a collaborative, accountable, and results-driven team culture.
- Encourage ongoing professional development and retention of top talent.
- Drive regional growth by identifying new business opportunities and strengthening client relationships.
- Collaborate with Business Development on pursuit strategies, proposals, presentations, and interviews.
- Build and maintain relationships with owners, subcontractors, vendors, utilities, and regulatory agencies.
- Ensure high client satisfaction and promote repeat business.
- Bachelor’s degree in Construction Management, Civil Engineering, Business, or related field (preferred).
- Extensive leadership experience in civil or utility construction, including management of multiple projects and teams.
- Demonstrated success leading a region or business unit with full P&L responsibility.
- Strong knowledge of the local construction market and regulatory landscape.
- Financial expertise in budgeting, forecasting, cost control, and performance analysis.
- Ability to interpret construction drawings, specifications, and contract documents.
- Strong leadership, decision‑making, and problem‑solving skills.
- Excellent communication skills with the ability to collaborate effectively with executives, clients, and field teams.
- Willingness to travel and work extended hours as needed.
- Highly organized, results‑driven, and able to manage complex, competing priorities.
