Job Summary

Performs advanced professional accounting work in the Finance Department, ensuring the integrity and accuracy of the City’s financial systems and reporting. This position is responsible for maintaining the City’s fixed assets and long‑term debt records, managing grant revenues, preparing various financial analyses and reports, and ensuring compliance with federal, state, and local financial reporting requirements. The Senior Accountant plays a key role in safeguarding the City’s assets and supporting the accuracy and integrity of financial data.

Duties

and Responsibilities Fixed Asset Management
  • Maintain and reconcile fixed asset records per standards and policy.
  • Guide staff on asset classification.
  • Capitalize assets, record depreciation, and prepare roll forwards.
  • Update procedures to safeguard City assets.
Grant Revenue Management
  • Track, reconcile, accrue, and report grant revenues per agreements and all requirements.
  • Prepare SEFA and support Single Audit documentation.
  • Ensure timely, accurate grant reporting.
Long‑Term Debt Management
  • Maintain long‑term debt records.
  • Prepare/support debt schedules, reconciliations, and disclosures.
  • Monitor covenant compliance and reporting.
Financial Reporting & Analysis
  • Set up and manage GL accounts, budget adjustments, and journal entries.
  • Complete month‑end and year‑end close.
  • Prepare analyses and reconciliations for decisions and audits.
  • Support the preparation of the Annual Comprehensive Financial Report.
General Responsibilities
  • Support department goals and process improvements.
  • Help develop financial policies and procedures.
  • Perform other assigned duties.
Qualifications Education
  • Bachelor’s degree in Accounting or a closely related field required.
  • A minimum of 4 years of accounting experience may be substituted for the minimum educational qualifications.
Experience
  • A minimum of four (4) years of related experience in general or municipal accounting.
  • A minimum of two (2) years of experience managing a fixed‑asset portfolio containing at least 1,000 assets, is preferred.
  • A minimum of two (2) years of experience preparing journal entries is preferred.
  • Experience using financial software systems and Microsoft Office applications (Excel, Word, Outlook).
Licenses and Certifications
  • Candidates holding related professional certifications such as CPA, CPFO, or CGFO are preferred.
  • Lean Six Sigma Yellow Belt certification required within one (1) year of hire.
Key Competencies
  • Strong knowledge of financial and governmental accounting, including fixed assets, grants, reconciliations, and reporting.
  • Proficient with financial systems and MS Office, especially Excel.
  • Self‑directed, able to manage competing priorities and deadlines in a fast‑paced environment.
  • High commitment to accuracy, transparency, and ethical stewardship.
  • Excellent analytical, organizational, communication, and data summary skills.
  • Ability to prepare, interpret, and explain complex financial reports.
  • Demonstrated leadership/supervisory ability and strong relationship‑building skills.
Physical Requirements
