Pre-Construction Director – Vertical Build, Renovation, Additions & Rehab

About Us

EDC is a general contracting firm based in South Florida. We are building something rare — a company with the certifications, the talent, and the operational discipline to compete for and win public and private contracts at the highest level. We are expanding and need a Construction Director who doesn’t just manage projects — they build departments, develop systems, and win work.

The Role

We are seeking a seasoned Construction Director to lead our Vertical Build, Renovation, Additions, and Rehab division. This is not a title role. This is a builder’s role. You will own the full lifecycle of construction operations — from how we find and price work, to how we win it, to how we deliver it profitably and on time.

You will report directly to the VP/Owner and serve as the operational backbone of this department.

What You Will Own

Business Development & Project Acquisition

∙ Identify, track, and pursue private and public construction opportunities including municipal, county, state, and federal contracts

∙ Know how to navigate public bid portals (Construct Connect - Bidnet, Demand Star, Bid Sync, SAM.gov, Vendor Registry) and private GC sourcing channels

∙ Build relationships with owners, developers, property managers, municipalities, and procurement officers to generate a consistent pipeline

∙ Develop pre-bid strategies, attend pre-bid meetings, and conduct post-bid debriefs to continuously improve win rates

Estimating & Bidding

∙ Lead the full estimating process from start to finish: quantity takeoffs, scope development, subcontractor solicitation, bid leveling, markup strategy, and final submission

∙ Understand bid requirements including bid bonds, performance bonds, payment bonds, and certified payroll requirements on public work

∙ Produce detailed, defensible estimates with clear inclusions, exclusions, and allowances that protect company margin

∙ Manage bid calendars and ensure zero missed deadlines

Project Management & Delivery

∙ Manage multiple projects simultaneously from pre-construction through final closeout and certificate of occupancy

∙ Build and enforce project schedules using MS Project, Primavera P6, or equivalent

∙ Lead OAC meetings, manage the RFI and submittal process, and handle change orders proactively

∙ Ensure every project is delivered on time, within budget, and to spec — with documentation to back it up

Subcontractor Management

∙ Source, qualify, bid out, and contract trade subcontractors across all scopes including concrete, framing, roofing, MEP, drywall, flooring, painting, and finishes

∙ Build and maintain a vetted, organized subcontractor database by trade and geography

∙ Enforce subcontractor performance, insurance compliance, and safety requirements on every project

∙ Negotiate subcontract terms, manage scope gaps, and protect the company from back-charge and lien exposure

Financial & Legal Compliance

∙ Build and manage project budgets; track cost codes, committed costs, and projected final costs weekly

∙ Review and approve subcontractor pay applications, lien waivers, and invoices

∙ Understand Florida lien law, Notice to Owner requirements, and bond claim procedures

∙ Support bonding renewals and prequalification packages with organized, current project documentation

Team Building & Standard Operating Procedures

∙ Build the operational infrastructure of this department — estimating templates, project workflows, submittal logs, closeout checklists, and reporting systems

∙ Hire, onboard, and manage field superintendents, project managers, and project coordinators

∙ Train the team on company standards, OSHA safety compliance, and documentation requirements

∙ Create a department that runs with consistency, accountability, and profitability

What You Bring:

∙ 15+ years of construction experience, with at least 5 years in a Director, Senior Project Manager, or Operations leadership role with a general contractor
