Overview
The Broward County Board of County Commissioners is seeking qualified candidates for Construction Project Manager - Water & Wastewater Engineering Division. This is a professional and administrative position in the design and management of construction projects for Water and Wastewater Services. The role involves authorizing and monitoring the work of architectural and engineering consultants and contractors, managing multiple projects in various phases, and providing technical support for prioritization, planning, and construction of water/wastewater utility projects within County service areas.

Develop and manage engineering plans and designs for a variety of construction projects; estimate quantities and costs. Coordinate with consultants, surveyors, and testing labs; review and monitor consultant plans, specifications, and invoices; recommend payments. Manage bid advertisements, pre-bid conferences, bid evaluations, and contract awards. Schedule and conduct pre-bid meetings with consultants, contractors, and subcontractors; issue Notice to Proceed; review field inspection reports.
Monitor construction progress, prepare change orders, and maintain records of consultant payments. Inspect projects for substantial completion and prepare punch lists; oversee warranty period corrections. Prepare paperwork for project capitalization and closing; conduct site analyses and feasibility studies as required. Meet with consultants, contractors, utility organizations, government agencies, and community representatives; assist with budgeting for capital expenditures. Make recommendations regarding hiring, discipline, and promotions;
authorize leave and evaluate employee performance. Perform related work as assigned.
Requires an Associate degree from an accredited college or university with major coursework in architecture, civil engineering, construction management, or a closely related field. Requires eight (8) years of professional engineering and/or construction management experience relevant to the area of assignment or closely related experience.
Special Certifications and LicensesPossess and maintain a valid Florida Class E Driver's License based on area of assignment.
Preferred Qualifications- Bachelor's Degree or higher in Civil Engineering, Public Administration or a closely related field.
- Florida Professional Engineer (PE) License.
- Project Management Professional (PMP) Certification.
- Construction Professional in Built Environment Projects (PMI-CP)™ Certification.
- Leadership in Energy and Environmental Design (LEED) Certification.
- Broward County Licensed General Building Contractor; or Speciality Building Contractor; or Engineer/Speciality Engineering Contractor.
- At least two (2) years of experience in the design, construction, and/or maintenance of water/wastewater utility, industrial process, and/or power plants.
- At least two (2) years of governmental procurement experience.
