About the Role
The Licensed Engineer for the WWS Engineering Planning, Development & GIS Section of the Broward County Water and Wastewater Services, Engineering Division performs professional and administrative work for utility planning initiatives and projects initiated by land developers through a Broward County Utility Connection Permit ("Developer Projects").
The Licensed Engineer reviews design and record drawings for developer projects and capital projects, coordinates with engineering inspection staff and other divisions, performs hydraulic modeling, and prepares planning outlines for future capital projects. The Licensed Engineer also evaluates, and reviews reports and documents for correctness, completeness and timeliness, undertakes special studies, performs analysis, and prepares reports.
General DescriptionAdvanced professional and supervisory engineering work in the design and review of a wide variety of engineering and environmental projects.
Works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience RequirementsRequires a Bachelor’s degree from an accredited college or university with major coursework in civil engineering or closely related field.
Requires four (4) years progressively responsible experience in professional engineering work appropriate to the area of assignment including six (6) months of lead work/supervisory experience.
Special Certifications and LicensesPossess and maintain Professional Engineer License in State of Florida for duration of assignment.
Preferences- Master’s Degree or higher in Civil Engineering, or Public Administration, or closely related
- Project Management Professional (PMP) Certification or Construction Professional in Built Environment Projects (PMI-CP) Certification
- Leadership in Energy and Environmental Design (LEED) Certification, Envision Sustainability Professional (ENV-SP)
- FL Certified General Contractor License; or Broward County Licensed General Building Contractor; or Speciality Building Contractor; or Engineer/Speciality Engineering Contractor
- Board Certified Environmental Engineering Certification (BCEE)
- Two (2) or more years or water and wastewater design experience
- Two (2) or more years of construction management experience
- Two (2) or more years of governmental contract and procurement experience
- Two (2) or more years of water distribution and wastewater collection system hydraulic modeling experience
- Two (2) or more years' experience with geographic information system (GIS) data and analysis
- Prepares plans and technical specifications for construction bid; works with Purchasing to develop contracts, reviews and edits documents; attends pre bid and pre construction meetings; reviews all complete bids for construction award.
- Performs in depth technical review of construction plans in various submittal stages; reviews plans for concurrence with agreed upon design requirements, and constructability; works with other County public works agencies to maintain and update design and equipment standards; performs general communication, decision making and coordination with a multitude of professionals within these projects.
- Manages construction contracts including procurement, cost accounting, schedules, and construction engineering inspections; manages engineering consultants, conducts negotiations, supervises preparation of scope and fees, provides oversight of consultant design services and approve invoices.
- Reviews customer construction plans for dewatering determination; conducts quality assurance and quality control reviews of internal design projects.
- Enters data and uploads documents in the Broward County and Florida State computer systems to track contaminated site cleanup status; maintains oversight and control of assigned cleanup projects, site inspections, and enforcement related activities to ensure compliance with regulations.
- Trains and assists in resolving complex Air Permitting issues; schedules, assigns and supervises engineering projects prepared by consultants; supervises the Design Section staff's day-to-day activities.
- Supervises and participates in the studies and reports prepared by engineering consultants; participates in negotiation with consultants and contractors; conducts meetings with consultants, contractors, staff and other stakeholders.
- Coordinates the process of bidding, contract development, exchange of information, and surveys.
- Reviews environmental assessment reports and remedial action designs and reports, construction and dewatering plans and updates databases to reflect these activities; prepares and reviews paperwork for issuance of order for own/others projects.
- Provides training, peer review, technical support (including review/approval of technical designs) of documents/correspondence for team members; attends internal/external meetings related to own and team members' projects.
