Position Overview
The Licensed Engineer for the WWS Engineering Planning, Development & GIS Section of the Broward County Water and Wastewater Services, Engineering Division performs professional and administrative work for utility planning initiatives and projects initiated by land developers through a Broward County Utility Connection Permit (“Developer Projects”).
Key Responsibilities- Review design and record drawings for developer projects and capital projects.
- Coordinate with engineering inspection staff and other divisions.
- Perform hydraulic modeling and prepare planning outlines for future capital projects.
- Evaluate and review reports and documents for correctness, completeness and timeliness.
- Undertake special studies, perform analysis, and prepare reports.
- Prepare plans and technical specifications for construction bid and work with purchasing to develop contracts.
- Perform in‑depth technical review of construction plans, ensuring concurrence with design requirements and constructability.
- Manage construction contracts including procurement, cost accounting, schedules, and construction engineering inspections.
- Provide oversight of consultant design services, conduct negotiations, supervise preparation of scope and fees, and approve invoices.
- Conduct quality assurance and quality control reviews of internal and external design projects.
- Enter data and upload documents into county and state computer systems to track contaminated site cleanup status.
- Train and assist in resolving complex Air Permitting issues and supervise engineering consultants.
- Coordinate the process of bidding, contract development, exchange of information, and surveys.
- Search/ review environmental assessment reports, remedial action designs and construction plans; update databases and prepare paperwork for order issuance.
- Provide technical direction and supervision to junior engineers, CAD technicians, and other technical personnel.
- Perform related work as assigned.
- Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a closely related field.
- Four (4) years progressively responsible experience in professional engineering work appropriate to the area of assignment, including six (6) months of lead work/supervisory experience.
- Professional Engineer License in the State of Florida for the duration of assignment.
- Master’s Degree or higher in Civil Engineering, Public Administration, or a closely related field.
- Project Management Professional (PMP) or Construction Professional in Built Environment Projects (PMI-CP™) Certification.
- Leadership in Energy and Environmental Design (LEED) Certification, Envision Sustainability Professional (ENV-SP).
- Florida Certified General Contractor License;
Broward County Licensed General Building Contractor;
Speciality Building Contractor;
Engineer/Speciality Engineering Contractor. - Board Certified Environmental Engineering Certification (BCEE).
- Two (2) or more years of water and wastewater design experience.
- Two (2) or more years of construction management experience.
- Two (2) or more years of governmental contract and procurement experience.
- Two (2) or more years of water distribution and wastewater collection system hydraulic modeling experience.
- Two (2) or more years’ experience with geographic information system (GIS) data and analysis.
