Environmental Specialist - Water/Wastewater

The Broward County Public Works Department is seeking qualified candidates for the following exciting opportunity:
Environmental Specialist - WATER/WASTEWATER. This Announcement will remain open until a sufficient number of applications are received and may close at any time. The Environmental Specialist may be responsible for coordinating field work, compliance testing and monitoring site conditions related to the emergency generator compliance requirements, storage tank program compliance, in addition to tracking, analysis and reporting of data specific to water, wastewater and groundwater sampling at a Wastewater Treatment Plant (WWTP) for regulatory reporting purposes.

Types of reporting include the Consumer Confidence Report, WWTP monthly discharge monitoring report and the Natural Attenuation Monitoring for remediation projects, tracking and compilation of co-generator project, and Fats, Oils, and Grease (FOG) facility data. Reviews compliance related project scopes of work and the coordination of environmental compliance inspections with regulatory agencies, in relation to the storage tank program, air operations permit, and the coordination of special project sampling events.

Knowledge of federal and state environmental standards and regulations and understanding of current environmental legislation and regulations. The Environmental Specialist develops trend graphs and reports and facilitates the sharing of data analysis results pertinent to the divisions operations and maintenance staff, billing meter staff and Water and Wastewater Services project partners and consultants to facilitate timely responses to any observed anomalies and to ensure continued environmental permit compliance and informed decision making.

In addition, the Environmental Specialist develops curricula and trains employees.

Serves as a project manager for environmental projects related to regulatory compliance. Works independently, under limited supervision, reporting major activities through periodic meetings. Requires a Bachelor's degree from an accredited college or university with major coursework in environmental sciences, environmental planning or closely related field. Requires two (2) years in environmental/natural resource program compliance or closely related experience. Must possess and maintain a valid Florida Class E Driver's License.

Master's Degree in Natural or Environmental Sciences

Correspondence or vocational school certification in water and or wastewater treatment

Possession of a Florida Industrial Pretreatment Association Certification- level B, or higher

Possession of a Water and/or Wastewater Treatment license

Possession of a Collections System Operator or Distribution System Operator License

At least (3) years of experience in regulatory compliance

At least (1) year of experience in water or wastewater facility compliance and/or regulations

At least (1) year of experience in public speaking, public outreach, or communication (verbal and written) skills

At least (1) year of experience in Consumer Confidence Report development

At least (1) year experience in investigating water quality complaints

Manages projects and consultant coordination including project critical paths, organizing field work, project update meetings; renews/procures contracts, proposals and agreements; provides administrative project management, invoicing review, payment processing, retainage release, and final payment/project close-out.

Conducts environmental compliance inspections; performs regulatory agency coordination for environmental compliance inspections; maintains regulatory permits necessary for continued operation.

Receives and responds to noise complaints and inquiries; conducts and coordinates tenant inspections.

Utilizes/analyzes data specific to current site conditions from laboratory analysis of soil/groundwater site samples to guide the progression of remediation/mitigation at related environmental projects; creates reports from this data and the analysis for which remediation techniques would best be utilized are weighted on a project to project basis depending on site…
