Environmental Compliance Manager

This is advanced professional, technical, and administrative work with supervisory responsibility overseeing environmental compliance and regulatory programs for the Utilities Department. Responsibilities include management and oversight of potable water, wastewater, reuse water, backflow prevention, pretreatment, contract laboratory services, safety, water conservation, efficiency initiatives, and other assigned environmental and regulatory compliance programs.

Work involves administering departmental programs, policies, and regulatory initiatives; ensuring compliance with federal, state, and local requirements; coordinating with regulatory agencies; and supporting long-range planning and operational objectives related to water resources and utility systems management. The position performs complex professional and administrative duties requiring independent judgment, technical expertise, and strategic decision-making. Work is performed under the general direction of the Utilities Director.

Responsibilities and Reporting During an Emergency:
Employees in this role must report and perform duties as instructed throughout an emergency. The emergency situation may require working extended hours or consecutive days with little warning, depending on its nature.

Duties and Responsibilities
  • Plan, organize, direct, and evaluate environmental compliance, laboratory, safety, outreach, conservation, and regulatory programs for the Utilities Department.
  • Direct the operations of an NELAC-certified laboratory, including quality assurance and quality control programs, laboratory accreditation requirements, proficiency testing, and maintenance of the Quality System Manual in accordance with state and federal standards.
  • Supervise laboratory and compliance staff, including assigning work, conducting performance evaluations, ensuring proper training, and promoting safe, ethical, and high-integrity work practices.
  • Develop, implement, and oversee sampling programs, monitoring requirements, chemical and biological testing, and data validation processes to support environmental compliance and regulatory reporting.
  • Oversee and support regulatory and operational programs, including cross-connection control, water loss, pretreatment, public notices, water conservation initiatives, public outreach, and emergency response activities.
  • Prepare, review, and submit technical reports, regulatory correspondence, compliance documentation, budgetary reports, and related departmental records.
  • Collaborate with operational staff on the monitoring and evaluation of water quality, treatment processes, distribution systems, collection systems, and reuse systems to ensure compliance with applicable permits, regulations, and operational standards.
  • Provide technical and professional support to Utilities staff related to operational issues, investigations, water chemistry, laboratory analysis, master planning initiatives, policy development, grants, and special projects.
  • Monitor changes in local, state, and federal environmental laws, regulations, and technologies; evaluate impacts to departmental operations; and ensure ongoing regulatory compliance with agencies including EPA, FDEP, SFWMD, and BCEGMD.
  • Respond to citizen inquiries and complaints regarding water quality and environmental compliance matters while promoting public education and community awareness related to water resources and conservation initiatives.

Qualifications

Education

  • Bachelor's Degree from an accredited four-year college or university with major coursework in Chemistry, Biology, and/or Environmental Science or a closely related field.
  • Master's degree with major coursework in Environmental Engineering, Environmental Science, Business Administration, or related field preferred.

Experience

  • At least five (5) years of progressively responsible experience in Utilities laboratory and compliance management, related to water and wastewater systems, including biological and chemical analysis, data collection, quality control procedures, and laboratory data system.
  • At least two (2) years of supervisory experience.
