Position: Risk Reduction Officer #2026-031

Job Summary

The Risk Reduction Officer is distinguished from the Fire Plans Examiner, Fire Inspector II, and Fire Inspector I by additional experience and knowledge of operations. Work is performed under the direction and supervision of the Fire Marshal. Employees in this class are responsible for the protection and preservation of life and property primarily by conducting fire/life safety inspections, plans review, and supervision of prevention employees.

Employees assigned to this class must utilize special skills and training to enforce all applicable local, state, and federal regulations and may be required to respond to emergencies and perform rescue tasks as needed.

Duties and Responsibilities
  • The position of Risk Reduction Officer must be able to perform all job functions of the Fire Plans Examiner, Fire Inspector II, and Fire Inspector I.
  • CAAS, CFAI, and ISO Accreditation Manager.
  • Develops goals, objectives, and procedures for CRR.
  • Collaborating with internal units and external stakeholders.
  • Delivering public presentations and leveraging media for education.
  • Supporting personnel through training, coaching, and mentoring.
  • Managing performance, hiring, and discipline.
  • Serving operationally during major events or disasters.
  • Work with divisions, public and private partners to assess educational needs.
  • Promote prevention messaging to the public and internal staff.
  • Utilize social and multimedia for outreach and education.
  • Process a permit application, given a specific request, so that the application is evaluated and a permit is issued or denied in accordance with the applicable codes, standards, policies, and procedures of the jurisdiction.
  • Participate in the inspection of building premises and building structures in order to identify fire hazards and to ensure conformance with fire prevention and life safety ordinances.
  • Investigate complex complaints, given a reported situation or condition, so that the complaint information is recorded, the investigation process is initiated, and the complaint is resolved in accordance with the applicable codes and standards and the policies of the jurisdiction.
  • Evaluate emergency planning and preparedness procedures, given existing or proposed plans and procedures and applicable codes and standards, so that compliance is determined.
  • Performs related duties as assigned.
Qualifications Education
  • Associate of Science (AS) degree in Fire Science from an accredited university.
  • Life Safety Educator I and II classes.
Experience
  • Experience in administrative work, including computer skills.
  • Previous experience in the fire rescue field is preferred, especially in the area of fire prevention.
  • A comparable combination of training and experience may be substituted for the minimum qualifications.
Licenses & Certifications
  • Valid Florida Driver’s License.
  • Fire Inspector Certification, State of Florida.
  • Assistant Fire Marshal Certification, Broward County Board of Rules and Appeals.
  • State of Florida Minimum Standards Certification for Firefighter.
  • State of Florida certification as an EMT or Paramedic.
  • Current CPR or ACLS card.
  • Certificate of completion of EVOC (Emergency Vehicle Operations Course).
  • ICS 100, 200, 300, 400, 700, and 800 certificates.
Key Competencies
  • Knowledge of the principles of modern fire inspection, prevention, and investigative techniques, potential fire hazards, and target hazards within the city, supervised fire alarm circuits, standpipe, and sprinkler installations.
  • Ability to supervise Fire Plans Examiner, Fire Inspector I’s, Fire Inspector II’s, and Life Safety Educator positions under the direction of the Fire Marshal.
  • Interpret the Florida Fire Prevention Code, work from blueprints, plans, and specifications.
  • Apply fire safety codes and ordinances, and enforce all regulations tactfully, firmly, and impartially.
  • Operate reproduction equipment, including cameras, movie projectors, tape recorders, photocopiers, etc.
