Environmental Specialist – WATER/WASTEWATER

The Broward County Public Works Department is seeking qualified candidates for this position.

Serves as a project manager for environmental projects related to regulatory compliance. Works independently, under limited supervision, reporting major activities through periodic meetings.

• Bachelor’s degree from an accredited college or university with major coursework in environmental sciences, environmental planning or a closely related field.
• Two (2) years of experience in environmental/natural resource program compliance or a closely related field.

Must possess and maintain a valid Florida Class E Driver’s License.

• Master’s Degree in Natural or Environmental Sciences
• Correspondence or vocational school certification in water and/or wastewater treatment
• Possession of a Florida Industrial Pretreatment Association Certification – Level B or higher
• Possession of a Water and/or Wastewater Treatment license
• Possession of a Collections System Operator or Distribution System Operator License
• At least (3) years of experience in regulatory compliance
• At least (1) year of experience in water or wastewater facility compliance and/or regulations
• At least (1) year of experience in public speaking, public outreach, or communication (verbal and written) skills
• At least (1) year of experience in Consumer Confidence Report development
• At least (1) year of experience investigating water quality complaints

• Manage projects and coordinate with consultants, including project critical paths, organization of field work, project update meetings, and procurement of contracts, proposals and agreements.
• Provide administrative project management, invoicing review, payment processing, retainage release, and final payment/project close‑out.
• Conduct environmental compliance inspections and perform regulatory agency coordination for such inspections.
• Maintain regulatory permits necessary for continued operation.
• Receive and respond to noise complaints and inquiries, and conduct and coordinate tenant inspections.
• Utilize and analyze data from laboratory analysis of soil/groundwater samples to guide remediation/mitigation progress; create reports based on this data.
• Perform related work as assigned.

Requires sedentary work that sometimes involves walking or standing, and exerting up to 10 pounds of force on a regular basis or sustained keyboard operations.

Involves routine and frequent exposure to traffic and moving machinery.
