OverviewThe Emergency Management Program Manager serves as the owner of Florida’s Turnpike Enterprise’s (FTE) emergency preparedness program. This role is responsible for maintaining and advancing the organization’s Emergency Response Framework (ERF), ensuring readiness for hurricane season and other emergency events. Working within the FTE GEC team, this position leads program development, training, exercises, and Emergency Operations Center (EOC) coordination, while partnering with FTE leadership and external agencies.
ProgramLeadership & Planning
- Maintain and improve the Emergency Response Framework (ERF) and align with COOP and EOP development.
- Lead annual pre‑season readiness activities and resolve preparedness gaps.
- Coordinate with FDOT, SEOC, and regional partners on emergency planning.
- Establish and maintain governance structures and decision authorities.
- Design and deliver annual emergency management training.
- Develop training materials and job aids.
- Ensure readiness of operational systems and communication tools.
- Coordinate preparedness activities such as strike teams and dry runs.
- Plan and facilitate readiness reviews and exercises.
- Conduct after‑action reviews and track improvements.
- Maintain lessons‑learned program.
- Report program status to leadership.
- Support EOC activation and operations.
- Coordinate response across ESFs and business units.
- Maintain reporting cadence and documentation.
- Coordinate with partners during incidents.
- Support emergency documentation and reimbursement processes.
- Completion of pre‑season readiness requirements before June 1.
- Timely closure of identified gaps.
- Annual training delivery for key personnel.
- Effective coordination during activations.
- Bachelor’s degree in a related field or equivalent experience.
- 7+ years of emergency management experience.
- ICS‑300 and IMS‑400 certifications.
- Experience with EOC operations and emergency planning.
- Ability to work extended hours during emergencies.
- Driver’s license with no major infractions.
- CEM or AEM certification.
- Experience with Florida SERT, SEOC, or FDOT.
- Transportation or tolling background.
- Experience with EOP/COOP development.
- Knowledge of FEMA/FHWA reimbursement.
- Bilingual English/Spanish preferred.

The base salary range for this position is $95,000.00 to $. Individual pay is determined by work location and additional factors, including job‑related skills, experience, and relevant education or training.
