PROPERTY INSPECTOR - DEVELOPMENT SERVICES

Development Services - PROPERTY INSPECTOR

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.

DEFINITION

To perform field inspections and code enforcement activities related to building construction and property maintenance within the Code Enforcement Division of the Development Services Department; to ensure compliance with applicable City codes and ordinances; and to investigate complaints and enforce regulations pertaining to public health, safety and welfare.

Employees in this classification perform a variety of inspection and enforcement duties and exercise judgment in applying established codes, regulations and procedures. Employees are expected to adhere to all City policies, procedures, operational standards and enforcement guidelines and serve as a role model in their application.

DISTINGUISHING CHARACTERISTICS

This classification performs field inspection and code enforcement duties within the Development Services Department. Employees at this level are responsible for conducting inspections, identifying code violations, documenting enforcement actions and assisting in maintaining compliance with building, zoning and property maintenance regulations.

SUPERVISION RECEIVED AND EXERCISED

Receives direct supervision from the Building Official. Exercises no direct supervision over staff.

ESSENTIAL FUNCTION STATEMENTS

Essential responsibilities and duties may include, but are not limited to, the following:

  • Perform field inspections of structures and properties within the City to ensure compliance with applicable building, zoning, nuisance and property maintenance codes.
  • Interpret and apply building and property maintenance codes in determining compliance; identify violations and determine appropriate corrective action.
  • Communicate inspection results and required corrective actions to contractors, property owners and residents through verbal notices, written correspondence or citations.
  • Respond to complaints and inquiries from the public and City staff regarding property maintenance and code enforcement issues.
  • Maintain accurate records of complaints, inspections, violations and enforcement actions.
  • Prepare reports, issue permits and abatement notices and document actions taken and required follow-up.
  • Conduct inspections related to public nuisances and review county records to determine property ownership and required enforcement actions.
  • Take photographs of violations and maintain records and evidence related to enforcement activities.
  • Perform field inspections and enforcement activities in varying weather conditions.
  • Maintain acceptable attendance and the ability to work effectively with others.
  • Any specific requirements stated in the “offer of employment letter.”
  • Safety for oneself and others is a primary responsibility of every employee.
  • Perform related duties and responsibilities as required.
QUALIFICATIONS Principles, Practices and Knowledge of:
  • Basic building and property maintenance codes and ordinances.
  • Modern office practices and computer applications including word processing and recordkeeping systems.
  • Inspection procedures and code enforcement practices.
  • Effective communication techniques for interacting with the public and staff.
  • Public health, safety and nuisance enforcement principles.
Operational Skills and

  • Remain calm and professional in stressful or confrontational situations.
  • Read, interpret and apply building construction and property maintenance codes.
  • Enforce codes and regulations with fairness, consistency and sound judgment.
  • Maintain accurate records and prepare reports.

  • Operate assigned office and field equipment effectively.
  • Establish and maintain effective working relationships with the public, contractors and City staff.
