Construction, Planning & Design Manager

The Florida Department of Military Affairs is seeking a Construction, Planning & Design Manager. This position is located in St. Augustine, FL.

The mission of the Florida Department of Military Affairs is to provide management oversight of the Florida National Guard and provide units and personnel ready to support national security objectives; to protect the public safety of citizens and to contribute to the national, state and community programs that add value to the United States of America and to the State of Florida.

As a candidate, you may be required to provide documentation to verify meeting these minimum qualifications. Minimum requirements include a high school diploma or equivalent; and six (6) years of professional, full-time-equivalent experience in the field of building construction, four (4) years of which must have been as a supervisor or administrator of construction projects. Education in architecture, engineering, construction or related field may substitute for experience on a year-for-year basis. Preferred requirements include a professional engineer or architect license.

Duties and responsibilities include assisting in the supervision of daily CFMO operations, overseeing all administration and personnel issues to include the hiring of employees to ensure applicable state or federal rules are followed, developing policies, procedures, and training for all personnel within the Directorate, managing the planning, design, and review of architectural/engineering projects, coordinating and/or conducting site inspections for proposed temporary and permanent facility locations, reviewing, approving, or disapproving architect/engineer's and construction contractor's pay requests for compliance with contractual conditions and actual work completed, developing policies and procedures for proper space utilization and requirements including site selection, leased space acquisition, renovation and construction functions, coordinating financial arrangements, contracts, and rental agreements in accordance with state and National Guard Bureau criteria, supervising the development of procedures and plans for complete real property inventory of all Florida Army National Guard facilities, managing the preparation of construction budget requirements for state and federal projects for new construction and major maintenance and repair of existing facilities statewide, reviewing justification for initial and supplement requests for federal and state funds, participating in design-build presentations and contractor selection, participating in selection process for professional consultant services, negotiating/participating in reviews of design and contractor claims and working with attorneys to resolve legal claims/disputes, ensuring risk assessments are conducted throughout the CFMO Directorate.
