Position overview

The Illinois Department of Corrections is seeking an Manager of Compliance for Religious Liberties. This position serves as the Department of Corrections (DOC) statewide manager over compliance implementation and training management as it relates to religious liberty protections. This individual oversees implementation of and compliance with religious liberty protections under the Illinois Faith Behind Bars Act, Faith By Plate Act, and Religious Land Use and Institutionalized Persons Act (RLUIPA) across all IDOC correctional facilities, Evaluates institutional religious services procedures for compliance with applicable policies and procedure, and Reviews allegations involving: religious discrimination, unequal treatment among faith groups, denial of accommodations, retaliation related to religious exercise.

• Serves as the Department of Corrections (DOC) statewide manager over compliance implementation and training management as it relates to religious liberty protections
• Conducts audits, evaluates procedures, and develops corrective action plans for facility pastoral and spiritual care
• Provides oversight and coordination for legal compliance, discrimination reviews, and litigation
• Manages statewide policy and training over religious matters across all facilities
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in theology, sociology, and behavioral sciences
• Requires three (3) years of progressively responsible administrative experience as a chaplaincy pastorate
• Of the three (3) years of experience, two (2) years must be progressively responsible clinical experience
• Requires Ordination by recognized Commission

• Prefers thorough knowledge of the Illinois Faith Behind Bars Act, Faith By Plate Act, and Religious Land Use and Institutionalized Persons Act (RLUIPA)
• Prefers at least two (2) years of professional experience with the review process as it relates to religious liberties
• Prefers at least two (2) years of professional experience in religious compliance practices, policies, procedures, and review practices
• Prefers at least two (2) years of professional experience directly involved with correctional programs and operational functions of a correctional facility
• Prefers at least one (1) year of experience conducting reviews (audits) on a statewide or agency level
• Prefers at least one (1) year of experience interpreting and implementing policies
• Prefers at least two (2) years of professional experience preparing clear, concise, and complete audit reports utilizing supporting documentation for noncompliant subject areas
• Prefers intermediate experience using and developing computer-generated spreadsheets, reports, slideshow presentations, and documents

• Requires to stay up to date on Ordination by recognized Commission
• Requires ability to pass the IDOC/IDJJ background check
• Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited
• Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department
• Requires ability to travel in the performance of duties, with overnight stays as appropriate
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public.
  
  All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
