DESCRIPTION
Under general supervision, this position is responsible for reviewing plumbing construction plans, blueprints, and specifications to ensure compliance with the Michigan Plumbing Code, ICC A117.1 barrier-free standards, and applicable City codes. The employee conducts on-site inspections of plumbing systems to verify proper installation and conformity with approved plans.
The position participates in pre-construction meetings with architects, engineers, property owners, and contractors to discuss project requirements and code compliance. The employee provides technical guidance to plumbing contractors, builders, and the general public regarding plumbing codes, barrier-free requirements, permits, and acceptable materials and installation methods.
Additional responsibilities include preparing correspondence and inspection reports, maintaining accurate and detailed records, reviewing sewer bid specifications for the City sewer loan program, and performing related duties as assigned.
ESSENTIAL FUNCTIONS
- Review plumbing plans, blueprints, and specifications for compliance with state and local plumbing codes and barrier-free standards.
- Conduct on-site inspections of residential and commercial plumbing systems to ensure proper installation and code compliance.
- Participate in pre-construction meetings to review project requirements and address compliance issues.
- Advise contractors, builders, and the public on plumbing codes, permits, materials, and installation procedures.
- Identify code violations and recommend or require corrective actions.
- Review sewer bid specifications related to the City sewer loan program.
- Prepare written correspondence, inspection reports, and related documentation.
- Maintain accurate, detailed records of inspections, reviews, and communications.
- Perform other related duties as assigned.
Education and Experience
- High school graduate or equivalent.
- Must possess ACT 407 Plumbing Inspector/ Plan Examiner registration from the State of Michigan.
- Experience in plumbing inspection sufficient to effect through knowledge of rules, regulations, codes and ordinances governing plumbing and sewer systems, as well as understanding and use of specifications, blueprints and technical drawings.
- Ability to learn dedicated department program (BS&A), related experience a plus.
- Sufficient analytical, cognitive and physical skills to effectively perform the essential functions of the position in the stated environment, with or without accommodation.
- Must possess an in-depth knowledge of Michigan Plumbing Codes and related standards and the ability to apply this knowledge in the field and plan review.
- Must possess a Valid Michigan Driver's license and meet the City of Southfield Driving Standards.
- Must possess a proactive, public service attitude and excellent verbal and written communication skills.
Knowledge
- Knowledge of the Michigan Plumbing Code and applicable City plumbing codes.
- Knowledge of ICC A117.1 barrier-free (accessibility) standards.
- Knowledge of plumbing systems, materials, fixtures, and installation methods for residential and commercial construction.
- Knowledge of plan reading, including plumbing blueprints and specifications.
- Knowledge of inspection procedures, code compliance, and enforcement practices.
- Knowledge of permitting processes and public-sector regulatory requirements.
- Knowledge of recordkeeping, reporting, and documentation practices.
- Skill in reviewing plumbing plans and specifications for code and accessibility compliance.
- Skill in conducting on-site inspections of plumbing installations.
- Skill in identifying plumbing code violations and determining appropriate corrective actions.
- Skill in communicating technical code requirements clearly to contractors, builders, and the public.
- Skill in preparing accurate inspection reports, correspondence, and documentation.
- Skill in maintaining organized, detailed records.
- Skill in participating effectively in pre-construction meetings with project stakeholders.
- Ability to interpret and apply plumbing codes, accessibility standards, and City regulations.
- Ability to detect improper installations, unsafe conditions, and non-compliant work.
- Ability to exercise sound judgment when enforcing codes and resolving compliance issues.
- Ability to work independently in the field and manage multiple inspections or plan reviews.
- Ability to maintain professionalism and composure in enforcement or conflict situations.
- Ability to communicate effectively both orally and in writing.
- Ability to perform related duties as assigned and adapt to changing work priorities.
