Engineering Services Division Manager
The Engineering Services Division Manager leads and oversees the Engineering Services Division within the Public Works Department, providing strategic direction, technical leadership, and operational management for a broad range of public infrastructure programs and projects. This position is responsible for planning, organizing, and directing engineering services related to County roads, bridges, utilities, the Olympic Discovery Trail, and other capital improvement initiatives.
The role manages division staff, budgets, project delivery, and engineering operations while ensuring compliance with federal, state, and local laws, regulations, and professional engineering standards.
Working with considerable independence, the position supports the County Engineer in fulfilling statutory responsibilities, oversees capital planning, grant administration, and infrastructure project development from design through construction, and fosters strong partnerships with government agencies, contractors, stakeholders, and the public to deliver safe, effective, and sustainable public works projects.
Typical duties include supervising, directing, reviewing performance, and providing personnel action recommendations for the engineering services team; providing technical advice, guidance, and support to the engineering services team; providing training, growth, and development opportunities for the engineering services team; resolving divisional operational and administrative conflicts and issues; monitoring and evaluating the progress of delegated matters; providing leadership to the engineering services team in delivering the Department's mission, values, goals, and objectives;
evaluating the engineering services team timelines, staffing, and production levels to ensure efficient and effective utilization of personnel, funds, materials, facilities, and time; developing, evaluating, and implementing methods and processes to improve the workflow of assigned functions and ensuring that work of the engineering services team is performed in accordance with appropriate statutes, regulations, and departmental goals; prioritizing, scheduling, assigning, and coordinating the development of projects from conception to completion;
ensuring compliance with Federal, State, and County standards, procedures, and policies including support of the County Engineer in fulfilling statutory duties identified in RCW 36 related to county road engineering and supporting the County Engineer in maintaining Clallam County's Certified Agency status for administering Federal Highway Administration funds; overseeing safety functions, procedures, and corrective actions related to the work of the engineering services team;
responsible for delivering engineering services including design, construction bid documents, and construction management related to County-managed roads, bridges, utilities (e.g., sewer systems), and other public works infrastructure projects; assisting in preparing and implementing the Six-Year Transportation Improvement Program (TIP) and Annual Road Program in conformance with State law; performing, or overseeing, bridge condition inspections in accordance with applicable guidelines. Manage the County Bridge Program in accordance with state and federal requirements;
ensuring that construction plans, contract specifications, and related documents are complete and accurate, consistent with generally accepted engineering practice, and in compliance with federal and state standards, prior to calling for bids; overseeing staff and processes responsible for county road right-of-way management including Public Works permit applications and traffic engineering; overseeing development review staff and processes for engineering services review of land use development applications related to sewer connections, stormwater management, and/or transportation adequacy, impacts, and improvements;
overseeing the establishment and maintenance of engineering files and records; reviewing designs of the engineering services team, including as the engineer of record for engineers in-training. Prepare designs, plans and specifications when necessary; assisting with selection of professional consultants to perform selected work for the County and monitor their work; responsible for scheduling survey division and right-of-way agent work to support Public Work project delivery as needed;
providing engineering support assistance in coordination with the Utility Program Manager on operation and improvements to County managed utilities; developing and administering the Engineering Services Division budget and assisting in preparation of the Public Works Department roads, utilities, Equipment Rental & Revolving (ER&R), and other public works managed funds; preparing, administering, tracking, and reporting on road construction, road administration, and other transportation related grants and budgets, to ensure appropriate use of…
